Simplifying medical procedures
The use of the VNeID electronic identification application in medical examination and treatment is increasingly popular in Hai Duong. This application not only helps people replace paper health insurance cards but also integrates many utilities such as medical examination books, referral papers, re-examination appointment papers, etc., contributing to simplifying procedures and reducing waiting time.
Currently, the entire health sector has 6 facilities piloting electronic medical records, including: Provincial General Hospital, Hai Duong City Medical Center, Kinh Mon town, Gia Loc district, Thanh Ha district and Ninh Giang district. These units are testing at a number of departments and specialized rooms to evaluate the effectiveness before expanding the entire system.
Medical facilities have arranged support staff at the reception counter to guide people to link accounts and activate electronic health records.
Mr. Nguyen Van Duong, a resident at Hai Duong General Hospital, shared: I was very surprised when I just needed to scan my ID card and the doctor had all the information. No need to bring as many documents as before, much more convenient and faster".
According to data released by the Ministry of Public Security on June 2, 2025, Hai Duong has 544,412 accounts with integrated Electronic Health Books, reaching 25.45% of the permanent population, ranking 18th nationwide. However, there are still nearly 600,000 people who have level 2 identification accounts but have not activated their electronic health records.
Notably, Hai Duong ranks 2nd in the country in terms of the rate of participation in giving comments on the Draft amending the Constitution via VNeID, with more than 1.1 million people with level 2 identification accounts participating. This is a great potential if effectively exploited in the digital transformation of the health sector.

Striving for 100% of people to use electronic health books
To effectively implement the integration and use of medical facilities such as Electronic Health Book, referral form, Re-examination appointment form on VNeID application, the Department of Health requires units to continue to promote contents related to digital transformation in the health sector.
In particular, it emphasizes the need to guide and support all patients and their families to come to medical facilities for examination and treatment to integrate electronic identification accounts and activate electronic health records on the VNeID application.
Medical examination and treatment facilities are required to increase human resources in the reception department to direct traffic, support people in linking health insurance cards, and standardize daily medical examination and treatment data on the health insurance assessment software system. At the same time, hospitals will broadcast videos instructing on the use of VNeID in waiting areas, hanging billboards, and posters in departments and rooms for widespread propaganda.
The Department of Health also requires health units in the area to speed up the implementation of the Smart Medical Kiosk solution, ensuring that 100% of health units (both public and private with health insurance examinations) use chip-embedded CCCD cards and VNeID to replace paper health insurance cards, to be completed in May 2025.
Along with that, the whole province aims to strive for 100% of people to use the Electronic Health Book, deploy utilities such as referral papers, re-examination appointment papers, test results via VNeID, to be completed in April 2025.
Regarding electronic medical records, the Department of Health requires 100% deployment at hospitals and medical centers in the province, both public and private. At the same time, connect data between district and provincial hospitals and hospitals under the Ministry of Health to exploit and share test results, reducing costs and time for patients. The target is to be completed by September 2025.
