On November 18, the Investigation Police Agency of Song Ma District Police issued a decision to prosecute the case, the accused and an arrest warrant to temporarily detain three subjects Lo Van Quy (born 2008), Lo Tien Dat (born 2008), Lo Van Cao (born 2008), all residing in Huoi Mot Commune, Song Ma District for the act of "Disturbing public order" as prescribed in Clause 2, Article 318 of the Penal Code.
According to the police, at the end of October 2024, the above-mentioned young men and a number of other people gathered together to make knives and swords to "perform" on the street, causing public disorder and insecurity.
More dangerously, previously, Lo Van Quy had a conflict with another group of young men in Song Ma town, so he drove his motorbike past a coffee shop and shouted, cursed, swerved, swung and provoked the other group of young men.
When approaching the coffee shop, the motorbike driven by Lo Van Cao carrying Quy hit an electric motorbike with license plate 26MD1-187xx owned by Tran Van Dai (born in 2002, residing in Na Nghiu commune, Song Ma district) going in the opposite direction. As a result, Dai's motorbike fell onto the road and damaged many parts of the motorbike.
