According to Lao Dong's records on March 29, the land area for the project to invest in building the square - park east of Hoan Kiem Lake has not yet completed site clearance.
The headquarters of the electricity industry agency and people's houses within the project area on Dinh Tien Hoang street are being dismantled.
The facades of related works located on Tran Nguyen Han and Ly Thai To streets have been closed, and solid fences have been erected.
The entire dismantling process is ensured by functional forces to strictly comply with requirements on labor safety, environmental sanitation and minimize disruption to the daily life of surrounding people.
The 9-story hotel at No. 26 Ly Thai To has not yet been dismantled.





At the end of February 2026, Hoan Kiem Ward People's Committee said that 17/17 organizations and 42/43 households agreed with the compensation and resettlement support plan for the Hoan Kiem Lake East square - park project.
Hoan Kiem Ward said that units are urgently dismantling the areas handed over by organizations and households, creating a clean ground to continue construction.
The owner of the 9-story hotel on Ly Thai To street plans to hand over the site in February for units to proceed with demolition.
The ward has also approved the entire compensation and resettlement support plan and decisions to recover land for 17 organizations and 43 households, striving to complete site clearance work in March.
The payment of compensation and support money to households and organizations under the project has been carried out. At the same time, the ward urgently coordinates with relevant localities to complete procedures related to land lease for electricity industry organizations and land allocation for households under the project.
The project to invest in building the square - park east of Hoan Kiem Lake has a scale of about 2.14 ha, bordering Hoan Kiem Lake and Dinh Tien Hoang street to the west; existing residential area to the north; Ly Thai To street to the east; Tran Nguyen Han street to the south.
Details of phases of the Hoan Kiem Lake East square and park project:
Period 1:
- Compensation, support, and resettlement for home and land users within the land area of about 21,151m2 to implement the project to invest in building the TOD area east of Hoan Kiem Lake; Total number of users: 59 home and land users, including 17 organizations (7 units of the electricity industry and 10 other units) and 42 households.
- Planning, organizing, and arranging the space of the square: leveling ground, paving stone, green trees, lawns, parking bays,... (according to the approved design plan). In which, the building of the Department of Culture, the Institute of Literature will be retained, researching the relocation of the Lighthouse, temporarily keeping 02 architectural works of Northern Power Corporation to study specific handling plans in phase 2 (phase 2); Researching the plan to retain the Artdeco style architectural works of Hoan Kiem Power Company, considering the plan to open the 1st floor...
- Invest in technical infrastructure systems: water supply and drainage, lighting, provision of urban equipment (garbage bins, stone benches, WCs...); Wifi system, security cameras;
Renovation and renovation of some remaining buildings: the building of the Department of Culture, the building of the Institute of Literature...
- Moving underground and above-ground works (if any) and some other related items.
Period 2:
Implemented by separate projects according to the planning and architectural plan appraised and approved by competent authorities in accordance with regulations, with the orientation of the approved Plan as follows:
- Research planning and organization of underground space in the area east of Hoan Kiem Lake (about 3 basements), connecting the underground space of station C9 - urban railway line No. 2, phase 1 (2. 1) Nam Thang Long - Tran Hung Dao, having appropriate technical solutions for conservation works during the construction of basements; propose functions for using underground space to ensure land use efficiency, meeting the needs of the people (should research and propose multi-functional use: public, cultural, service, commercial, infrastructure...).
