Hanoi - Voters in O Dien commune reported that 193 households in the area had their agricultural land reclaimed 10 years ago but have not yet been granted service land.

On November 21, Delegation No. 25, Hanoi People's Council met with voters before the regular meeting at the end of 2025 of the 16th City People's Council, term 2021-2026 in 3 communes: Dan Phuong, O Dien, Lien Minh.

At the meeting, voters of the 3 communes proposed to the City People's Council delegates many problems and difficulties at the grassroots level.

Mr. Nguyen Van Son, a voter of O Dien commune representing 193 households of 5 projects with recovered agricultural land that have not been granted service land in Tan Lap commune (old), now O Dien commune, said: The project has been reclaimed and cleared for 10 years, but has not been handed over to households.

Voters requested the City People's Council and departments, branches and sectors to consider resolving the issue so that households can receive service land as soon as possible, stabilize their lives and ensure their rights.

Voter Bui Van Tu, Lien Minh commune, proposed that the city soon decentralize and authorize the People's Committee of the commune to manage the routes in the area, including N4 road.

N4 route was invested and built by the People's Committee of Dan Phuong district (old). Currently, there are many items managed by different units under the Department of Construction, in which the roadway and sidewalks are managed by the Traffic Infrastructure Maintenance Board; lighting and tree systems are undertaken by the Center for Technical Infrastructure Management.

This dispersation causes the handling of incidents such as fallen trees, damaged lights, fire, flooding, etc. to be delayed due to units being far away and unable to be present in time, while the People's Committee of the commune does not have the authority to directly direct...

Speaking at the meeting, Chairman of O Dien Commune People's Committee Do Chi Hung explained, clarified, and answered the issues raised by voters under his authority.

On behalf of the City People's Council Delegation No. 25, fully accepting the voters' recommendations, Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Committee Nguyen Doan Toan requested that all people's issues must be resolved at the grassroots level as directed by General Secretary To Lam.

"The responsibility of the Commune People's Committee is to listen, understand, assign departments and offices to resolve people's petitions, follow to the end, and request the Commune Party Committee Secretaries to accept voters' petitions and direct the Commune People's Committees to resolve them according to their authority. For issues with policies, localities need to apply them immediately, and for arising issues, it is necessary to synthesize and report to the city," emphasized Nguyen Doan Toan, Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Department.
