Time depends on specific case
On January 9, regarding the question of many people "What is the procedure for changing the red book, what documents are required and how long does it take to process", the Department of Natural Resources and Environment of Hue City said that the issuance of a certificate when the land user or property owner performs administrative procedures for land change registration and needs to issue a new certificate is stipulated in Article 133 of the 2024 Land Law. The time for handling procedures and cases of granting certificates are stipulated in Articles 22 and 38 of Decree No. 101/2024 dated July 29, 2024 of the Government, regulating basic land survey; registration, issuance of certificates of land use rights, ownership of assets attached to land and land information system.
For each type, specific case, dossier components, types of documents, processing time and competent authority, coordinating agency are specified in Appendix I, issued with Decision No. 2268 dated August 22, 2024 of Thua Thien Hue Provincial People's Committee (from January 1, 2025, Hue City).
Does not affect the certificate form
Regarding the question: "Will there be any changes in the form of the Red Book or the way to record information on land use rights when Hue city becomes a centrally-run city?", the Department of Natural Resources and Environment informed that the fact that Thua Thien Hue province becomes Hue city directly under the Central Government (from January 1, 2025) does not affect the form of the certificate or the way to record information on land use rights on the certificate. The regulations on the form of the certificate and the way to present information on the certificate are implemented uniformly nationwide and are regulated by the Ministry of Natural Resources and Environment.
According to the 2024 Land Law, Article 134, the Certificate of land use rights and ownership of assets attached to land will no longer contain the phrase "house ownership rights" as in the 2013 Land Law (Certificate of land use rights, house ownership rights and other assets attached to land). The Ministry of Natural Resources and Environment has issued Circular No. 10/2024 dated July 31, 2024 stipulating the form of the Certificate of land use rights and ownership of assets attached to land. The new form of the Certificate of land use rights and ownership of assets attached to land will be issued and applied uniformly nationwide starting from January 1, 2025.
The most noticeable change in the new Certificate form is: The new Certificate form for land use rights and property ownership rights attached to land consists of one sheet with two pages, while the old Certificate form for land use rights, house ownership rights and other property attached to land consists of one sheet with four pages.
The form of the Certificate of land use rights and ownership of assets attached to land will be printed on a bronze drum pattern background, pink in color, 210 mm x 297 mm in size, with the National Emblem, National Name, the words "Certificate of land use rights and ownership of assets attached to land", the Certificate issue number (serial number) consisting of 2 Vietnamese letters and 8 digits, the words "Detailed information is shown in the QR code", the number entered in the certificate issuance book and notes for the certificate holder (called the certificate blank).
The form of Certificate of land use rights and ownership of assets attached to land shows the following contents:

Land user, owner of assets attached to land"; section "2. Land plot information"; section "3. Information of assets attached to land"; place name, date of signing the certificate and the agency signing the certificate; certificate issuance number (serial number); the words "Detailed information is shown in the QR code";
Page 2 includes: Section “4. Land plot diagram, assets attached to land”; section “5. Notes”; section “6. Changes after granting the Certificate”; certificate issuance book number; notes for the person granted the certificate.
