On the morning of July 15, information from the People's Committee of Bac Ninh province said that Chairman of the People's Committee of the province Vuong Quoc Tuan inspected the implementation of the investment project to build the Ring Road 4 - Hanoi Capital Region (section through Bac Ninh province) at the Dai Bai bridge section, Mao Dien ward and Ninh Xa ward.
The inspection shows that the investment project to build Ring Road 4 - Hanoi Capital Region (section through Bac Ninh province) is being actively implemented.
For component project 1.3, the compensation and site clearance plan (GPMB) has been approved for 373.89/374.0 hectares, reaching a rate of 99.98%, with 695m2 not yet GPMB...
In addition, 10 resettlement area (TDC) projects have been implemented, including 1 TDC project with completed infrastructure; 2 TDC projects are completing acceptance and settlement procedures and have been handed over to people to organize housing construction; 1 TDC project is under construction at 50% due to high raw material prices. The remaining resettlement projects are under construction.
For component project 2.3, up to now, the total construction output has reached 36.24%. Of which, three packages passing through Bac Ninh province include: Package No. 14 reached 48%; Package No. 15 reached 36%; Package No. 16 reached 34% behind schedule compared to the set requirements.
Here, the investor and contractor raised difficulties and problems in the project implementation process such as: About 660m of residential land area, land allocated for sale without proper authority are residential land locations with assets on the land being demolished and locations that have not been approved and are in dispute.
The progress of building resettlement areas and completing infrastructure systems (electric roads, water roads, etc.) is slow, affecting the movement of people to new places and handing over the site to investors.
Through on-site inspection, Chairman of the People's Committee of Bac Ninh province Vuong Quoc Tuan emphasized that despite difficulties in weather and materials in the past, due to the attention and resolution of the provincial leaders and construction units, the investor has been proactive and actively implementing the project, so the construction progress has been significantly improved.
The Chairman of the Provincial People's Committee requested the construction unit to speed up the progress, and the packages 14, 15, and 16 must reach the finish line by December 31.
For package No. 15, Chairman of the Provincial People's Committee Vuong Quoc Tuan assigned the Traffic and Agricultural Project Management Board No. 2 to urgently report and discuss with the Department of Construction to agree on the construction change measures, on the basis of meeting the technical requirements.
At the same time, contractors and investors are required to control the progress daily, taking advantage of favorable weather to speed up the completion of items and packages. The investor coordinates with localities to promptly hand over resettlement projects to households.
For package 14, the Chairman of the Provincial People's Committee requested the Traffic and Agricultural Project Management Board No. 2 to direct the contractor to focus on construction to ensure progress, and by September 2 the entire route will be technically open to traffic with a length of 10.6 km to serve as motivation for the remaining 2 packages.
The construction project of Ring Road 4 - Hanoi Capital Region belongs to the group of important national projects, with a total length of 112.8km (including 58.2km through Hanoi, the remaining 9.7km is the route connecting to Hanoi - Ha Long Expressway and the part passing through Hung Yen and Bac Ninh provinces).
The total preliminary investment of the project is 85,813 billion VND.
The Ring Road 4 project of the Capital Region has 35.3km passing through Bac Ninh, including 4 districts and towns (old) namely: Bac Ninh City, Thuan Thanh Town and Que Vo, Gia Binh District.
