Voters in Ho Chi Minh City reported that the number of workers and low-income workers coming to work in the locality is increasing, but access to social housing is still very difficult due to limited supply, complicated procedures and social housing prices are still high compared to income, beyond the ability to pay of middle- and low-income workers.
Voters expressed concern that the gap in apartment prices, commercial housing and social housing is still high, despite the State's issuance of many housing development policies. That shows that policies and reality are still confusing.
Therefore, to make housing policies a real opportunity for settlement for workers and low-income households, voters recommend summarizing and evaluating the organization and implementation of social housing development policies to make appropriate adjustments; strengthening supervision of the implementation of social housing projects, preventing speculation and profiteering; at the same time, reviewing and amending legal regulations and cutting administrative procedures so that policies can quickly come into life, bringing real results.
After studying, the Ministry of Construction responded as follows:
On April 3, 2023, the Prime Minister issued Decision No. 338/QD-TTg approving the Project "Investing in the construction of at least 01 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", with the goal of completing 1,062,200 social housing apartments by 2030.
At the same time, the Ministry of Construction is assigned to regularly coordinate with ministries, branches and localities to supervise the implementation of the project for low-income people and industrial park workers (phase 2021 - 2030) to ensure the set goals.
Up to now, the whole country is implementing with a scale of 657,395 units. Of which, 149,402 units have been completed; 122,650 units are being invested in; 385,343 units have been approved for investment.
Thus, the number of completed, started projects, and approved investment policies by 2025 will reach 62% compared to the target set in the Project (investment in construction is about 1,062,200 units).
Regarding the current policy mechanism to promote the development of social housing, the 15th National Assembly passed the Housing Law No. 27/2023/QH15 with many new regulations on social housing policies to encourage, promote investment, develop and reduce selling prices, rental prices, and social housing rental prices at a moderate level so that low-income people and workers can access to buy, rent, and rent houses to stabilize their lives.
In particular, the Housing Law 2023 has added 01 Chapter on workers' accommodation in industrial parks to promote the supply of social housing.
The above regulations have contributed to the implementation of the Party and State's policy on thorough reform of administrative procedures, specifically:
Do not carry out bidding procedures for selecting investors, investment policy approval procedures according to the provisions of the law on investment, but assign investors without bidding. Accordingly, about 200 days will be cut, equivalent to about 70% of the implementation time compared to current regulations.
No need to carry out the steps of preparing, appraising, and approving detailed planning tasks, accordingly reducing 65 days compared to current regulations (equal to 100%).
Abolish the procedures for appraisal of construction investment feasibility studies at construction authorities, thereby reducing the cost by 15 - 35 days compared to current regulations (100%).
It is not required to implement a wide bidding process for bidding packages for contractor selection in construction activities but to apply a shortened bidding designation process, thereby cutting it by 45 - 105 days compared to current regulations (75 - 90%).
Exemption from construction permits for cases of application of sample designs and typical designs, accordingly, the time limit for 20 - 30 days is reduced compared to current regulations (100%).
No need to request the appraisal of the selling price or rental price of social housing at a provincial-level professional agency but must be built and approved by the investor; after completion, handover and use, the investor is responsible for conducting audits, settlement and sending documents to the provincial-level professional agency for inspection. Accordingly, this regulation is reduced by at least 30 days compared to the current regulation (100%).

In the coming time, the Ministry of Construction will continue to coordinate with ministries, branches and localities to urge the implementation of the Project according to the tasks assigned by the Prime Minister.
Regarding strengthening supervision of the implementation of social housing projects, preventing speculation and profiteering.
On November 19, 2025, the Ministry of Construction issued Document No. 13732/BXD-QLN to the People's Committees of provinces and centrally run cities on rectifying the submission of documents for the purchase and sale of social housing.
In particular, the Ministry of Construction requested the People's Committees of provinces and centrally run cities to direct the implementation of a number of tasks and solutions to ensure that the reception of documents for buying and renting social housing takes place in an orderly, transparent, convenient and in accordance with legal regulations.
Currently, the Ministry of Construction is continuing to review and improve the system of legal documents.
