Dak Lak voters expressed that implementing Decision No. 539/QD-TTg dated June 19, 2024 of the Prime Minister on promulgating a plan to implement the Emulation Movement "Joining hands to eliminate temporary and dilapidated houses nationwide in 2025" is in line with the hearts of the people and aspirations of voters.
However, the regulation on building a house of 36m2 (4m wide, 9m long) is not in accordance with reality, so the decision to proactively build a house for households is being rigid to increase proactiveness in facing resources, helping to mobilize all resources of relatives in the family and in the community".
After studying, the Ministry of Construction responded as follows:
The program to eliminate temporary and dilapidated houses nationwide is a humane and meaningful policy of the Party and State, demonstrating concern for people with difficult housing circumstances, helping people feel secure in stabilizing their lives and settling down.
Implementing the task assigned by the Prime Minister on eliminating temporary and dilapidated houses, on October 24, 2024, the Ministry of Construction issued Document No. 5999/BXD-QLN on researching and designing a number of typical housing models to support poor households and near-poor households in eliminating temporary and dilapidated houses to send to the People's Committees of provinces and centrally run cities across the country.
The Ministry of Construction has instructed localities to research and design at least 03 typical housing models in accordance with local customs and practices to ensure requirements on area scale, technology and quality for people to refer to and choose when building houses.
In document No. 5999/BXD-QLN, for the area criteria, according to the housing requirement, the minimum usable area is 30m2 (for single households, elderly households without shelter, it is not lower than 18m2), no mandatory housing area is 36m2 (4m wide, 9m long).
The Ministry of Construction also recommends that localities respect the wishes of the people, not forcing households to build houses according to model designs. Depending on specific conditions, people can build according to experience, tradition, suitable to the economic and living conditions of the family, but must ensure the minimum criteria for area and quality according to regulations.

Therefore, it is recommended that the Dak Lak Provincial People's Committee, based on the guidance of the Ministry of Construction in Document No. 5999/BXD-QLN mentioned above, implement support for households to ensure compliance with the actual situation in the area and the aspirations of the people.
