The Collective Labor Agreement also has many humane provisions such as Tet bonus (monthly salary 13. equal to 1 month's salary for social insurance contributions); pregnant women are entitled to 5 minutes of early retirement; women raising young children are entitled to 1 hour of early retirement; Married or sick employees are supported with 200,000 VND/person; work-related accidents are supported from 200,000 - 1,000,000 VND/person/time depending on the level; deceased employees are supported with 3 million VND/person; deceased relatives are supported with 200,000 VND/person.
The Collective Labor Agreement at Kyungsing Company was commended by the Southeast Economic Zone Trade Union, stating: Basic salary of VND 5 million (regional minimum wage of VND 4,160,000), the highest among enterprises in the Economic Zone. The allowances include: Phone allowance from 200,000 - 500,000 VND/person; housing support of 500,000 VND/person/month; fuel support from 300,000 - 2,000,000 VND/person; seniority allowance from 100,000 - 500,000 VND. Employees who born on the job are supported with 250,000 VND; Married are supported with 500,000 VND; support for raising young children from 20,000 - 30,000 VND/month. The level of support for funeral visits for employees is 2 million VND; for relatives is 500,000 VND; employees in especially difficult circumstances will be considered for support.
Ms. Tran Thi Nguyet - Vice President of the Southeast Economic Zone Trade Union - said that most of the collective labor agreements, especially high-quality versions, have many provisions exceeding the law.
Efforts to negotiate and persuade to sign the Collective Labor Agreement
Nghe An currently has 150 enterprises, more than 50,000 workers in Industrial Parks; 80 enterprises have established Trade Union organizations with more than 40,000 union members. Of which, 58/80 grassroots trade unions have signed collective labor agreements. However, only 10/58 agreements are classified as good; most of the rest are still formal and managed.
According to Mr. Nguyen Dang Manh - Chairman of the Trade Union of Sangwoo Company Limited, whether or not to sign the Collective Labor Agreement successfully depends on the negotiation skills of the trade union officer. When dialogues, it is necessary to grasp the aspirations of employees, analyze the production and business situation of enterprises, data on job creation, new recruitment... to point out the root causes of problems - such as salary and benefits. At the same time, it is necessary to understand related laws such as the Labor Code, the Trade Union Law, Social Insurance, and Health Insurance to make reasonable recommendations. Union officials must also know how to choose the right time to send requests and conduct negotiations.
"The amount is the whole monthly process, sometimes up to 3 months, with many different forms. To have a good Collective Labor Agreement, union officials must be dedicated to both helping employees and helping businesses develop sustainably, said Ms. Tran Thi Huong - Chairwoman of the Kyungsing Company Union.
Along with propaganda, the Southeast Economic Zone Trade Union also organizes training courses and seminars to share experiences, supporting "handsharing" with collective labor agreements with specific suggestions. An important point is to provide information on income levels and regimes at other enterprises in the same industrial park as a basis for negotiation. When negotiating, it is necessary to pay special attention to allowances directly affected by escalating prices such as: Boarding houses, gasoline, shift meals, responsibility allowances, seniority, diligence, foreign languages, festival fees, Tet holidays, etc.
