On September 22, the People's Council of Ca Mau province officially approved a Resolution to add land prices at 244 sections and routes in new urban area projects, residential areas, and commercial areas to the 5-year Land Price List for the period 2020 - 2024 in Ca Mau province.
In An Xuyen ward: 58 sections, roads; Ly Van Lam ward: 108 sections, roads; Tan Thanh ward: 59 sections, roads; Tran Van Thoi commune: 02 sections, roads; Thoi Binh commune: 06 sections, roads; Hoa Binh commune: 11 sections, roads.

Mr. Le Chi Ton - Director of Binh Duong Bac Lieu Construction Investment Company Limited, investor of the Hoa Binh Riverside Urban Residential Area project, Hoa Binh commune, Ca Mau province - said that the project has completed the infrastructure, the Department of Natural Resources and Environment (old) has granted a land use right certificate (red book) to the enterprise. However, for many years, the enterprise has not been able to transfer land use rights to customers, the reason being that the road in the project has not been named in the provincial land price list. Therefore, the tax sector cannot determine land prices for tax calculation to transfer land use rights.
Hearing the information about a land price list, Mr. Le Chi Ton expressed: "I was so happy that I was in tears. For the past few years, he has suffered from bank loans and interest, and has been suspected of not being transparent in business. I said that customers did not believe, now with a land price list, transferring land use rights is easy".
Previously, Saigon 268 Development Trading Joint Stock Company (investor of Happy Home housing project) also said that the unit is facing many difficulties due to procedures to transfer land use rights to customers being unable. The reason is that the routes in the project do not have a land price list, so the tax sector does not have a basis to calculate land use rights transfer tax.
Many customers complain because of the delay in documents, the company has difficulty recovering capital to reorganize
The delay in issuing the land price list in Ca Mau has caused many people who want to buy land for housing to not have a red book to get a construction permit, mortgage bank loan... causing a sluggish real estate market.
According to the reflection of people and businesses in Ca Mau, the approval of the People's Council of Ca Mau province to approve land price lists for many projects is truly untieing businesses. However, there are still many unnamed roads and land price lists that need to be supplemented.
According to the Department of Agriculture and Environment of Ca Mau, real estate projects need to complete infrastructure to meet the conditions for submitting to competent authorities to announce land price lists. This is a new regulation of the 2024 Land Law, so some projects that have not completed infrastructure will still not have road names and land price lists.
