Pursuant to Article 95 of the 2014 Construction Law, the dossier for requesting a new construction permit is regulated as follows:
1. The dossier to request a new construction permit for individual houses includes:
a) Application for a construction permit;
b) accompaniment of one of the documents proving land use rights as prescribed by the law on land;
c) Construction design drawings;
d) For construction works with adjacent works, there must be a commitment to ensure safety for adjacent works.
2. The application for a construction permit for works not following the route includes:
a) Application for a construction permit;
b) accompaniment of one of the documents proving land use rights as prescribed by the law on land;
c) Copies of project approval decisions and investment decisions;
d) Construction design drawings;
dd) Declaration of capacity and experience of the design organization or individual in charge of the design and construction, accompanied by a copy of the practice certificate of the head or head of the design.
3. The application for a construction permit for construction works along the route includes:
a) Documents specified in Points a, c, d and dd, Clause 2 of this Article;
b) Documents of approval from competent state agencies on suitability with the location and route plan;
c) Decision to reclaim land by a competent state agency in accordance with the provisions of the law on land.
4. The application for a construction permit for the construction of religious works includes:
a) Documents specified in Clause 2 of this Article;
b) Documents giving opinions on the necessity of building and scale of works of specialized agencies on beliefs and religions under the Provincial People's Committee.
5. The dossier to request a license to build a monument or a magnificent painting includes:
a) Documents specified in Clause 2 of this Article;
b) Copies of the license or document approving the necessity of construction and scale of the project by the state management agency on culture.
6. The application for a construction permit for advertising works is carried out in accordance with the provisions of the law on advertising.
7. The dossier requests a construction permit for works of diplomatic agencies and international organizations according to Government regulations.
Based on the above regulations, when proposing to grant a construction permit for an individual house (specifically a 3-storey house right at the frontage for living as you have mentioned), the documents to be prepared include the documents as prescribed in Clause 1 of this Article.
