Concept of red book, pink book
Currently, current law does not stipulate the concept of red books and pink books. However, a red book is understood as a Land Use Rights Certificate, based on the color of the book cover. The pink book is understood as a Certificate of land use rights, house use rights and other assets attached to land, identified by the pink color of the book cover.
Check red books, pink books via QR code
The new form of the Certificate of Land Use Rights and Property Attached to the Land will have a QR code located right on page 01 of the certificate. This QR code is printed according to Vietnamese technical standards TCVN 7322:209 (ISO/IEC 18004:2006), with dimensions of 02 cm x 02 cm.
The purpose of the QR code is for land users, property owners or related people to verify information and changes in the land plot to avoid forgery and help competent authorities easily manage book information.
People look up and authenticate information directly from the certificate to the competent authority by scanning the QR code on the red book.
Check red books and pink books directly at the Land Registration Office
People go directly to the Land Registration Office to check the absolute accuracy of the red book and pink book. When arriving, people fill in all the information on the investigation request form according to Form No. 01/PYC.
After that, people submit the form at the Branch of the Land Registration Office/Land Registration Office; send by post; submit by email or the Electronic Information Portal on Land. When receiving the request for a red book check, the Land Registration Office will scan the line code and check whether the red book or pink book is real or fake.
Check information on the book
People need to carefully check the information printed on the red book, pink book: National emblem, national emblem, name "Certificate of land use rights, ownership of assets attached to land" printed in red; QR code; certificate code located right under the QR code; section recording information of land users, owners of houses and assets attached to land; section recording information about land plots.... This ensures that the above important information is not erased or edited.
In old red books, there will be lines on the books. According to Clause 2, Article 15 of Circular 23/2014/TT-BTNMT, red book line codes often have a structure in the form of MV = MX.MN.ST.
In which, MX is the code of the commune-level administrative unit where the land is located. If the book is issued by the Provincial People's Committee, the code of the province or centrally run city will be added before the code of the commune-level administrative unit where the land is located.
MN is the code for five years of issuance, consisting of the last 02 digits of the year of signing the book issuance.
ST is the serial number for storing land registration records corresponding to the first-issued red book.
