Delegate Pham Thi Kieu (Dak Nong Delegation) expressed the above opinion when the National Assembly discussed in the hall about the establishment of Hue City under the Central Government on the afternoon of November 21.
Delegate Pham Thi Kieu assessed that Thua Thien Hue province occupies a special position in the country as well as in international relations.
Thua Thien Hue Province, especially Hue City, has many unique cultural and historical characteristics with special values and tangible cultural heritage recognized by UNESCO.
According to the delegate, when establishing Hue City under the Central Government, it is necessary to have specific measures to control the development of existing Hue urban space and the expansion of satellite cities; research solutions to manage the height and density of typical areas such as the citadel area, the area along the two banks of the Huong River, etc.
Delegates noted that when Hue City is established under the Central Government, the rapid urbanization process will require the conversion of a large area of agricultural and forestry land.
Therefore, delegates believe that it is necessary to consider converting the purpose of rice-growing land because it is related to food security both now and in the future.
Along with that, it is necessary to pay attention to protecting forest land, protective forests, and special-use forests; it is necessary to be strict when converting the purpose of use for this type of land.
Delegate Nguyen Thi Viet Nga (Hai Duong Delegation) said that Hue City in particular and Thua Thien Hue Province in general have their own characteristics and advantages that other localities do not have - that is the Hue Monuments Complex. This monument complex has been recognized by UNESCO as a world heritage site.
"The establishment of Hue City under the Central Government is both a recognition of the province's efforts and a driving force for Hue to develop more quickly and strongly, contributing to the country's development," the delegate said.
The delegate said that in order for Hue City to develop strongly, personalization and optimization of its own characteristics must be considered the basic axis throughout the development process, and it is not necessary to fully and evenly list other development areas like other centrally-run cities.
Delegates said that the project emphasizes the restoration, embellishment, preservation and promotion of the value of the Hue Monuments Complex associated with tourism development and cultural industries supporting tourism development.
Although this is considered the optimal direction, delegates said that it is necessary to clearly assess the unwanted impacts.
“In reality, there will be conflicts in the development process, between the preservation of the ancient capital space and its relics and heritage, and the development of modern urban areas. This conflict must be accurately identified and resolved harmoniously,” the delegate said.
In addition, delegates hope that there will be proper consideration of training and career conversion for people, especially those in rural areas, mountainous areas, and ethnic minorities, with special attention paid to professions in the service and tourism sectors.
In the immediate future, it is necessary to focus resources on restoring and embellishing many items and works in the Hue Monuments Complex, considering this a top priority for economic development.
