In early October 2024, Cao Bang was on the list of 13 provinces criticized by the Prime Minister for delaying the issuance of documents implementing the 2024 Land Law, Housing Law and Real Estate Business Law.
According to the reporter's investigation, after being criticized, this locality has taken many actions to promote the implementation of the above laws. However, the official document to implement the 2024 Land Law in this mountainous locality has not yet appeared.
Recently, the People's Committee of Cao Bang province has issued report 2939/BC-UBND to point out the causes. Accordingly, the People's Committee of this province has issued many documents directing and requesting specialized agencies to implement the Land Law but the effectiveness is not high.
On the other hand, heads of agencies assigned with tasks did not seriously implement the work, leading to failure to promptly assign and mobilize human resources in the development and promulgation of the Land Law.
Some civil servants assigned to directly advise on drafting documents are confused about implementing new regulations.
In addition, Cao Bang province recently suffered from floods in early September 2024 caused by storm Yagi, which seriously affected the lives and economy of the province. Therefore, overcoming the consequences of storms and floods was given priority, which significantly affected the implementation of the Land Law.
The drafting of documents for implementation under the Land Law and Decrees has many new contents, requiring simultaneous issuance in a short period of time, therefore, specialized agencies encounter many difficulties in implementation.
At the same time, the distribution of competent and qualified human resources in the province is extremely difficult.
To speed up the implementation of the Land Law, the People's Committee of Cao Bang province has proposed to the Ministry of Natural Resources and Environment to provide guidance on the content of "Decision on regulations on the sale of land use rights auction documents and the cost of organizing land use rights auctions collected from the Land Fund Development Centers in Cao Bang province".
With 62 contents of the 2024 Land Law and decrees guiding its implementation, by October 30, Cao Bang province had completed 84%.
Agencies such as: Cao Bang Provincial People's Council has passed 8 resolutions; Provincial People's Committee has also issued 14 resolutions, 4 decisions have not been issued because they have not been consulted.
In the contents of the Land Law, there are 2 regulations that are not issued because Cao Bang province does not have a one-level land fund development center system nor a high-tech zone.
