Sending a question to the Hanoi City Electronic Information Portal, reader Manh Hoa asked: "I want to re-measure the land plot my family is using.
I have to send a petition to the land registration office or the Ward People's Committee to request confirmation of the area and boundary of the land plot; and what guiding document is the content of the petition?".
Hanoi City Center for Information, Data and Digital Technology answers: In Part VI, Appendix I of Decree 151/2025/ND-CP, regulations on the order and procedures for providing information data and land data are as follows:
1. Organizations and individuals who need to exploit land information and data in the form of directly submitting request forms according to Form No. 14 attached to this Decree or sending request documents to the agency providing land information and data or contracts. Land information and data are only allowed to be used for the purposes specified in the request form for providing information or request documents or contracts and are not allowed to be provided for other purposes.
2. Submitting documents and forms requesting the provision of land information and data to the agency providing land information and data in one of the following methods:
a) Submit on the National Land Information Portal, the National Public Service Portal, the Public Service Portal of the Ministry of Agriculture and Environment, and the Provincial Public Service Portal;
b) Pay directly or send via official letters, telegrams, or postal services;
c) Paying through other electronic means in accordance with the law.
3. The agency providing land information and data receives, processes and notifies fees, prices of products and services providing land information to organizations and individuals. In case of refusal to provide information and data, it is necessary to clearly state the reason and respond to the organization or individual requesting to provide land information and data within 2 working days from the date of receiving the request.
4. After organizations and individuals pay fees and prices for products and services providing land information, the agency providing land information and data shall provide land information and data as required.
5. Time for providing information and land data shall be implemented according to the following regulations:
a) For information and data available in the national land database, provide it immediately on the working day. In case of receiving a request after 3 pm, provide it on the next working day;
b) For information and data not available in the national land database, at least 2 working days from the date of receiving the valid request, the agency providing information and land data must provide information and data or send a notice on the extension of the time limit for providing information and land data to organizations and individuals requesting to provide information and land data.
In case the agency providing land information and data needs more time to consider, search, collect, summarize, analyze or get opinions from relevant agencies and units, it can extend but not exceed 10 working days;
c) In case the agency providing land information and data and organizations and individuals have separate agreements on the exploitation and use of land information and data, the time for providing land information and data is determined according to the agreement.
6. Land information and data provision agency
a) The central agency providing land information and data is the Land Data and Information Center under the Land Administration Department, Ministry of Agriculture and Environment;
b) The agency providing land information and data in the locality is the Land Registration Office. For localities that have not yet built a land database, the Land Registration Office, the Commune-level People's Committee is responsible for providing land information and data from cadastral records according to the decentralization of cadastral records management.
