According to the Department of Agriculture and Environment of Khanh Hoa province, in the face of the situation that many households and individuals have lost or damaged land use right certificates (red books) due to storms and floods, the unit has issued documents guiding procedures for re-issuance and renewal for people.
The applicable cases include: Certificates torn, blurred, damaged due to flooding; or lost, lost during relocation, evacuation, or swept away by floodwaters.
For renewal dossiers due to damage, people need to submit: Application for registration of land changes, assets attached to land according to Form No. 18 (Decree 151/2025/ND-CP); original certificate issued.
In case of needing re-measurement or cadastral excavation, it is necessary to supplement a cadastral map excavation sheet.
Dossiers are submitted at the Public Administrative Service Center at the commune level, Branch of the Land Registration Office, or submitted online through the National Public Service Portal. Time and procedures for settlement are implemented according to procedure No. 08 in Appendix II of Decision 1539/QD-UBND dated October 9, 2025.
For re-issuance dossiers due to loss, people submit: Application for land change registration according to Form No. 18; (If necessary) excerpt from the cadastral map.
The form of application submission is similar to the renewal procedure; the settlement is carried out according to procedure No. 09, Appendix II of Decision 1539/QD-UBND.
