How are the principles of land inventory regulated?
According to Article 56 of the 2024 Land Law, the principles of land statistics and inventory are as follows:
- Honest, objective, accurate, timely, fully reflecting the current status and structure of land use.
- Publicity, transparency, independence in expertise and profession.
- Unify the professional skills, methods of statistics, land inventories and reporting regimes.
- Ensure unified and synchronous land statistics and inventory targets from central to local levels; the system of statistics and land inventories is compiled from the subordinate level to the direct superior level.
- Providing timely data to serve the state management of land and land information needs for economic, social, defense, security, scientific research, education and training activities and other needs of the State and society.
How are the land inventory statistics for land types regulated?
According to Article 58 of the 2024 Land Law, the following conditions, contents, and activities for land statistics and inventories are stipulated:
(1) Land statistics and inventory targets for land types specified in Article 9 of the 2024 Land Law include:
- Area;
- Land users;
- Subjects assigned to manage land.
(2) Based on the determination of land statistics and inventory targets, including:
- Land statistical indicators are determined according to cadastral records at the time of statistics;
- Land inventory indicators are determined according to cadastral records and on the current status of land use at the time of inventory.
(3) The content of land statistics and inventories according to administrative units at the commune, district, provincial levels and nationwide includes: determining the total area of land types, area structures according to each land type, land users, subjects assigned to manage land; land areas assigned, leased, and land use purpose changes.
(4) Land statistics activities are carried out as follows:
- Collecting records, documents, maps, and data related to land fluctuations in the statistical period; land inventory data of the previous period or land statistics conducted in the previous year;
- Review, update, and adjust land changes in the statistical year;
- Processing, synthesizing data and making land statistics tables according to administrative units at all levels;
- Analyze, evaluate, the current status of land use and land fluctuations in the statistical period, propose solutions to strengthen management and improve land use efficiency;
- Develop a land statistical report.
(5) Land inventory activities are carried out as follows:
- Collecting records, documents, maps, and data related to land fluctuations in the land inventory; records of previous land inventory results and annual land statistics in the land inventory;
- Investigate, review, update, and adjust land changes during the inventory period;
- Processing, synthesizing data and making land inventory tables according to administrative units at all levels; developing reports explaining the current status of land use;
- Map the current status of land use; build a report explaining the current status of land use;
- Develop a report on land inventory results.
