Ineffective agricultural land conversion mechanism for farmers

Voters proposed creating conditions for farmers to convert the purpose of using economically ineffective agricultural land to non-agricultural land.

The Ministry of Agriculture and Environment received a petition from voters of Hung Yen province on transferring voters' petitions sent before the 10th Session of the 15th National Assembly with the content: "In the past, prices of materials and petroleum have fluctuated continuously; prices of input materials for production and investment costs are still high and unstable; prices of fertilizers, agricultural supplies, pesticides, animal feed, poultry, and services for agricultural production have increased.

Output prices of some agricultural products, such as rice, rice, etc., have continuously decreased compared to the same period; climate change and natural disasters, complicated epidemics, thunderstorms, severe droughts, and cataracts continue to occur due to the impact of storms, floods, and droughts, causing damage to agricultural production and people's lives.

It is recommended to continue to pay attention to policies on agricultural, farmer and rural development; create mechanisms for farmers to convert ineffective agricultural land use to non-agricultural land; encourage and support farmers to convert new crop varieties to suitable, more effective and valuable economic values to develop the economy in a stable and sustainable manner; research production and provide people with crop varieties with high productivity, high quality, and the ability to withstand and adapt to all complex weather conditions as at present.

On policies on agricultural, farmer and rural development

The agricultural, farmer and rural sectors have always been of interest to the Party and the State. The Ministry of Agriculture and Environment has actively and proactively researched and developed mechanisms and policies on land, credit, tax, science and technology... to unlock resources, creating new momentum for agricultural, farmer and rural development. The system of legal documents on agriculture and environment has closely followed and fully institutionalized the Party's policies and has been constantly improved and updated. Notable as the 2024 Land Law, which will take effect from August 1, 2024, has many new contents of important breakthroughs, creating a legal basis to fundamentally resolve pressing issues in resource management and use.

On the mechanism for farmers to convert the purpose of using economically ineffective agricultural land to non-agricultural land

Currently, the legal corridor for farmers to convert ineffective agricultural land use to non-agricultural land with higher economic value and efficiency to develop the economy in a stable and sustainable manner; Flexible conversion of ineffective rice-growing land to crops, livestock, and aquaculture with higher economic efficiency has been specifically regulated in Clause 4, Article 8, Clause 3, Clause 4, Article 26, Clause 1, Article 121, Point h, Clause 1, Article 157, Article 193, Point a, Clause 1, Article 218 of the 2024 Land Law; Clause 3, Article 8 of Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government on determining the authority of local authorities at 02 levels, decentralization and delegation in the field of land; Article 46 of Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government detailing a number of articles of the Land Law...

Regarding policies to encourage and support farmers to convert new crop varieties to better and more effectively with higher economic value for stable and sustainable economic development

The Ministry of Agriculture and Environment has synchronously implemented many policies to support farmers, cooperatives and agricultural enterprises in responding to market and climate fluctuations such as the Decree on policies to encourage the development of cooperation and linkage in the production and consumption of agricultural products to support investment in infrastructure, machinery, materials, training, and trade promotion, helping to reduce production costs and stabilize agricultural output; Decree on Agricultural Insurance; Focus on implementing key projects such as: Sustainable development project of 1 million hectares of high-quality, low-emission rice in the Mekong Delta; pilots project of agricultural and forestry material areas meeting standards for processing and consumption (2022-2025).

These models aim to reorganize production in chains, improving farmers' adaptability to climate, price and market fluctuations. As a result, by June 2025, the whole country had 2,938 projects and linkage plans under Decree No. 98/2018/ND-CP approved, mobilizing over VND15,000 billion, of which the state budget supported VND3,186 billion; more than 2,400 cooperatives and 1,300 enterprises participating in agricultural consumption linkages.

Linking and crop conversion models have helped stabilize output, increase income by 10 - 20% for farmers, and at the same time contribute to reducing the use of agricultural materials and reducing greenhouse gas emissions. Many localities (including Hung Yen province) have formed specialized areas for growing fruit trees, safe vegetables, ornamental flowers, etc. in the direction of converting crop structure to higher value, adapting to climate change.
