In recent days, the authorities of Lang and Giang Vo wards have coordinated with relevant departments and branches of Hanoi to simultaneously organize compulsory land recovery to serve the site clearance for the investment project to build Ring Road 1, Hoang Cau - Voi Phuc section.
Enforcement activities are being implemented for organizations and individuals who are using land areas that have been decided to be reclaimed, in order to implement the direction of the city leaders on the goal of completing site clearance before December 15.
According to the records, the enforcement process was carried out in accordance with legal procedures and order, ensuring the safety of people, property, vehicles and participating forces, and not causing complicated situations. The enforcement measures were taken thoroughly, along with a plan to protect the scene and prevent re-encroachment after site clearance.
Mr. Co Nhu Dung, Chairman of Giang Vo Ward People's Committee, said that the volume of land acquisition plans in the area is large, while the time is urgent. Therefore, the locality must mobilize maximum forces, work on holidays, and take advantage of time outside of working hours to implement many tasks in parallel, ensuring the overall progress of the project.
Thanks to the synchronous and drastic participation of the forces, by 8:00 p.m. on December 10, 2025, the People's Committee of Giang Vo Ward had completed site clearance of more than 40,015 m2 of land of organizations and individuals, handing over the site to the investor 5 days earlier than the city's request.
According to Mr. Co Nhu Dung, the propaganda and mobilization work has been identified by the Party Committee, People's Committee and Vietnam Fatherland Front Committee of Giang Vo ward as a priority task, implemented throughout to minimize the need for enforcement measures.
The Ward People's Committee has organized citizen receptions and dialogues continuously day and night, promptly responding and resolving recommendations related to land recovery. For cases where people are not present at their place of residence, when contacted, ward officials directly go to their living address to mobilize and persuade them to hand over the site.
When households had not previously agreed to accept the land handover, the People's Committee of the ward publicly announced the results at the reclaimed area to create consensus and spread to surrounding households.
For cases where the site has been handed over, the locality urges the investor to immediately dismantle the project, handle it as soon as received, forming an empty site, thereby creating a positive effect in the compliance of adjacent households.
In parallel with the mobilization, the ward also applied administrative measures for cases of intentional non-compliance, such as stopping the supply of electricity, water, and corrugated iron fences in front of the sidewalk to ensure legal discipline in land recovery.
Thanks to this method, by the time of the enforcement on December 10, Giang Vo ward only had to apply enforcement measures to a household at 45 Nguyen Chi Thanh, ensuring compliance with legal regulations. The situation in the enforcement area is safe, without any problems with security and order.
According to Mr. Dung, the Ward People's Committee also promotes the application of digital technology to increase transparency and interaction with people. platforms such as Digital Capital Citizen (iHanoi) and internal Zalo groups are used to update progress by day, by the hour, receiving feedback from people 24/7. This helps expand propaganda channels, orient public opinion in a timely manner and limit false information.
In addition, the application "Giang Vo Ward Digital C updated" is exploited to serve the monitoring of land acquisition and site management after clearance.
This is a model of land management, construction order, construction planning and transport infrastructure based on a modern digital platform, with organized and centralized data storage, contributing to improving the efficiency of State management, said Mr. Dung.
