On December 10, the authorities of Lang and Giang Vo wards and related sectors and units of Hanoi city simultaneously deployed the compulsory land recovery to serve the site clearance of the Ring Road 1 investment project (Hoang Cau - Voi Phuc section).
The enforcement is carried out on organizations and individuals who are using areas that have been decided to be reclaimed, in order to strictly implement the direction of the leaders of Hanoi city on the goal of completing site clearance before December 15.
According to the report of the People's Committee of Giang Vo Ward, there are a total of 795 plans for site clearance for the construction of the Ring Road 1 Project (Hoang Cau - Voi Phuc section).
On November 21, the ward completed approving all 795/795 plans. By December 5, the People's Committee of Giang Vo Ward had issued 89 decisions on compulsory land recovery. After 5 days of focusing on propaganda and mobilization with the motto of minimizing enforcement, by the morning of December 10, the locality had received the consensus and support of the people.
As a result, by 9:00 p.m. on December 9, there were only 2 cases that had to be enforced. In particular, by the morning of December 10, right before the enforcement time, a case had agreed to hand over the site, helping the authorities not have to organize enforcement. There is one remaining case of forced enforcement according to regulations.
At the scene of the enforcement area at 45 Nguyen Chi Thanh (Giang Vo ward), the authorities moved all the belongings of individuals and households out of the area, reclaiming the entire site including the area of houses, land and construction works according to the issued reclaiming decisions.
The enforcement was carried out in accordance with legal procedures, ensuring the safety of people, property, vehicles and participating forces; no unexpected incidents occurred. The enforcement work has been completely implemented, along with a plan to protect and prevent re-offensive.


In Lang ward, the total number of land acquisition options along the entire route is 597 options. Of which, 357 plans have not been handed over; 57 plans have not yet issued a decision to withdraw and a decision to enforce.
To meet the progress requirements of the city, Lang ward has proposed that the City People's Committee allow the application of a shortened process, issue at the same time a decision on land recovery and a decision on enforcement.
From December 10 to 15, the People's Committee of the ward will conduct enforcement for all 357 households that have not yet handed over the site.
According to regulations, enforcement is only carried out until 10:00 p.m. every day. However, to ensure the completion of a very large amount of work, Lang Ward has proposed that the city allow enforcement overnight.
The ward also recommended that the Department of Construction soon issue a decision to sell resettlement houses to implement the next steps according to regulations; for cases of housing difficulties but not eligible for resettlement, the locality proposed to buy social housing without reviewing the application.
O Cho Dua ward has approved all 591/591 plans and arranged 292 resettlement apartments for eligible households. As of December 7, there are still 16 plans that have decided to reclaim and approve compensation, but the people have not yet handed over the site. The ward is focusing on directing and speeding up the progress, committing to completing the handover before December 15 as requested by the City Party Committee and the City People's Committee.
The project to build Ring Road 1, Hoang Cau - Voi Phuc section (belonging to the old Dong Da district, now O Cho Dua, Lang, Giang Vo wards) is over 2.2km long, with a cross-section of 50m.
The route starts from the Cat Linh - La Thanh - Yen Lang intersection at Hoang Cau and ends at the Voi Phuc intersection. The project has a total investment of more than 7,200 billion VND from the Hanoi city budget. The project was approved in December 2017 and was expected to be completed in 2020 but was delayed for a long time due to problems in site clearance.
Previously, at the working session with the three wards of O Cho Dua, Lang and Giang Vo, Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc requested sectors and localities to focus on implementing and promoting progress according to commitments.
Permanent Vice Chairman of Hanoi People's Committee Duong Duc Tuan also emphasized the requirement to complete all site clearance before December 15, creating conditions for handover to the construction unit, ensuring the goal of opening the technical traffic of the Ring Road 1 project, Hoang Cau - Voi Phuc section on January 15, 2026.
