Voters of Ha Nam province sent a petition to the National Assembly after the 7th session of the 15th National Assembly, requesting the Ministry of Construction to study, build and introduce a general information data system on individuals who have purchased social housing (NOXH) nationwide to facilitate review and verification.
At the same time, voters also proposed connecting with the database on housing and residential land to facilitate verification of the actual status of individuals when there are requests related to social housing.
Responding to this issue, the Ministry of Construction said that on July 24, the Government issued Decree No. 94 detailing a number of articles of the Law on Real Estate Business on construction, management of information systems, databases on housing and the real estate market.
Decree No. 94 stipulates that information and data on individuals who have purchased, rented, or lease-purchased social housing nationwide are part of the national housing database, and information and data on individuals who have purchased, rented, or lease-purchased social housing locally are part of the local housing database.
In addition, this decree also has regulations related to information collection forms, reporting entities, information synthesis to serve the construction and exploitation of data on individuals who are allowed to buy, rent, or lease-purchase social housing in each locality and nationwide.
Accordingly, the People's Committees of provinces and centrally run cities are responsible for periodically reporting to the Ministry of Construction information on individuals who are allowed to buy, rent, or hire-purchase social housing in the area every quarter; and periodically publishing the list of individuals who are allowed to buy, rent, or hire-purchase social housing in the area every year.
The Ministry of Construction is responsible for synthesizing personal information on purchased, rented, and lease-purchased social housing nationwide to serve the state management of the construction industry; sharing and connecting with other relevant specialized databases (national database on population and land).
According to the report on the implementation of the Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers in the period of 2021-2030" by the Ministry of Construction, from 2021 to the end of August 2024, the whole country has completed 79 projects with more than 40,600 social housing apartments.
Compared to the project's target of completing 428,000 social housing units in the 2021-2025 period, the number of completed houses is much lower, reaching only nearly 9.5%.
128 projects have started construction (nearly 111,700 apartments) and 412 projects (more than 409,000 apartments) have been approved for investment. Thus, the number of apartments started and completed from 2021 to now reaches about 35.6% of the project's target set for 2025.
