Accordingly, the Department of Construction of Da Nang province instructed the People's Committees at the commune level and investors to confirm the subjects and income for low-income people in urban areas without labor contracts when registering to buy social housing.
According to the Housing Law 2023, low-income people in urban areas - even without labor contracts - are still one of the groups considered for buying and renting social housing. To complete the dossier, people need confirmation from the People's Committee of the commune where they are residing or temporarily residing about the subjects and actual income.
The Department of Construction requires these subjects to declare honestly according to Form No. 1 and Form No. 5 issued with Circular 05/2024/TT-BXD.
In which, single people must have an income of no more than 15 million VND/month; if married, the total income of the couple must not exceed 30 million VND/month.
The People's Committees of wards and communes are responsible for confirming the dossier within 7 working days from the date of receiving the complete application, ensuring compliance with regulations and progress in resolving social housing needs for people.
The Department of Construction also recommends that investors of social housing projects instruct people to declare and submit documents in the correct form and place to receive them, to avoid causing delays in the process of reviewing and implementing policies.
