Da Nang lacks social housing, people jostle to submit documents

The scene of thousands of people lining up to buy social housing (NOXH) clearly reflects the urgent need for this segment in Da Nang. Although many new projects have been implemented, the current number of social housing units in the city is still not enough to meet the needs of the people.

Queue to submit home purchase documents

Standing in long lines waiting to submit documents to buy social housing, Ms. Nguyen Thi Quynh (working in Hai Van ward, Da Nang) said that in early October 2025, hundreds of people like her lined up to submit documents for the social housing project housing project at lot B4-2, in the Bau Tram Lakeside green urban area.

"The weather was hot and sunny, but that day everyone was still patient in a long line waiting. Although this apartment is quite far away, because there are no other projects, I still decided to submit my application. The number of apartments is only about 300, many people even bring chairs and umbrellas, to prevent having to wait a long time, some even bring water to drink and bread" - Ms. Quynh recalled.

According to Ms. Quynh, since the beginning of September 2025, the Department of Construction of Da Nang City has announced the opening of a social housing apartment project for sale at lot B4-2, in Bau Tram Lakeside green urban area. In this period, only 305 social housing apartments were opened for sale, with an area of 44.5 - 70m2, including 1-3 bedrooms. Apartments have selling prices ranging from VND 714 million to VND 1.1 billion/apartment (including VAT, not including 2% maintenance fee).

Previously, many people in Da Nang City had to queue up all night in front of Duc Manh Joint Stock Company's headquarters (Hung Vuong Street) to win a place to register to buy an apartment in the An Trung 2 social housing project, and even the scene of pushing and jostling occurred here.

In this project, the joint venture of Duc Manh Company and Construction and Investment Company 579 (DMC-579) is the investor, expected to provide 633 apartments, including 288 apartments in block A and 345 apartments in block B, with an area of 50-66m2, with an average price of about 16 million VND/m2.

Adding land funds, speeding up the implementation of social housing projects

Faced with the increasing demand for social housing, Mr. Le Quang Nam - Vice Chairman of the People's Committee of Da Nang City - has signed a decision approving the investment policy for a social housing project to replace the Hoa Minh apartment complex used for 20 years with serious degradation. The project has a number of houses with about 933 apartments, with a total estimated investment capital of more than 1,317 billion VND.

The Management Board of Quang Nam Economic Zones and Industrial Parks (under the People's Committee of Da Nang City) also approved the investment policy for the social housing project in An Phu apartment complex in Quang Phu ward. The project has a scale of 700 apartments, a total capital of nearly 588 billion VND, and a land use area of 20,000m2. The 9-storey blocks will be built with synchronous technical infrastructure and commercial and service facilities on the ground floor, expected to be constructed from the third quarter of this year to the fourth quarter of 2028.

The People's Committee of Da Nang City said that in the period up to 2030, Da Nang aims to build more than 9,000 social housing units, while adding 54 planned land areas to call for investment. This is an orientation that clearly demonstrates the commitment of the city government to implement the Government's Resolution on the development of at least 1 million social housing units nationwide in the period of 2021 - 2030.

Director of the Department of Construction of Da Nang City Nguyen Ha Nam - informed that currently, the housing demand of cadres, civil servants, public employees, workers, laborers, and low-income people in the city is very large, especially after the merger of Quang Nam province and Da Nang City. In the 2026 - 2031 period, Da Nang City (after the merger) must complete at least 27,148 units. This is a very large number, requiring focused investment in social housing development to ensure the targets assigned by the Government.
