Mr. Lo Van Cuong - Vice Chairman of Dien Bien Provincial People's Committee has just signed Decision No. 2696 on land allocation to Duc Hai Dien Bien Company Limited (located in Dien Bien Phu ward) to implement the project of New Urban Area, Muong Thanh airport walking street.
Accordingly, Duc Hai Dien Bien Company Limited was allocated a total area of over 75,895 m2 (nearly 7.6 ha) of land in Dien Bien Phu ward (next to Dien Bien airport).
Of which, adjacent land is more than 20,338 m2. This is the area of land allocated by the State with land use fees collected through the form of land use rights auction. The land use term for investors is 10 years, while home buyers attached to land use rights will be able to use the land stably and permanently.

In addition, it includes: public land (cultural house) of more than 433 m2; social housing land of more than 5,076 m2; green land of nearly 18,000 m2; parking land of nearly 2,700 m2; traffic land of more than 29,384 m2. The State does not collect land use fees for this land area. After investment in construction, the land fund will be handed over to the local government for management according to regulations.
Previously, in mid-August 2025, the Provincial People's Committee issued a decision to recognize the winning bids for land use rights auctions to select investors to implement the Muong Thanh airport new urban area and walking street project. Accordingly, Duc Hai Dien Bien Company Limited was the winning bidder with a price of more than 153 billion VND.
With a total investment of nearly 700 billion VND, the project is oriented to be the first digital urban area of Dien Bien province, harmoniously combined with green space.
The project is located in a prime location, next to Dien Bien airport and near famous historical sites such as: Do Cat tunnel, Muong Thanh bridge, Dien Bien Phu Victory monument...
