The Vintraco Trade and Service Complex project in Vinh Loc ward (Nghe An province) has exceeded the committed deadline but is still "motionless" on the ground.
Previously, on October 20, 2022, the People's Committee of Nghe An province issued a decision approving the investment policy, and at the same time approved Vintraco Joint Stock Company as the project investor.
According to the plan, the project has an area of about 1.98 hectares, with a total investment of 191.11 billion VND. Nghe An Provincial People's Committee requests the investor to complete procedures and start construction in the second quarter of 2023; complete and put into operation in the third quarter of 2025.
The decision also clearly states that if progress is delayed, the province will consider terminating project operations and recovering land according to regulations.
However, to date, the project has not been implemented on the ground.
Talking to reporters, Mr. Nguyen Huy Hoang - Chairman of Vinh Loc Ward People's Committee (Nghe An province) - said that the above-mentioned project previously belonged to Nghi Phong commune, and has now been merged into Vinh Loc ward.
Currently, the ward has reported preliminary information about the project to the provincial inspection team, and is waiting for the team's conclusion. We also hope the project will be implemented soon to contribute to creating a civilized urban face" - Mr. Nguyen Huy Hoang said.
According to a report by Vinh Loc Ward People's Committee, the Vintraco Commercial and Service Complex project is on the list of slow-progress projects that have not been implemented in the area.
Recently, the People's Committee of Nghe An province issued Document No. 2387/UBND-CN, assigning the Provincial Inspectorate to preside over and coordinate with departments, branches and localities to review non-budget investment projects using land in the area.
This move is expected to clarify the reasons for delays, determine the responsibilities of relevant parties and have measures to definitively handle "suspended" projects, avoiding waste of land resources.
