According to the report of Hai Phong City People's Committee, for projects issued with Resolution No. 06 dated March 29, 2016 of the City People's Council (on tasks and solutions to recover land areas that have been assigned or leased to the wrong subjects, not under authority, delayed in putting land into use or used for the wrong purpose causing waste of land resources), there are 40 projects that must be inspected and recovered land immediately in the period of 2016 - 2017 with a total recovered land area of 299 hectares.
To date, the city has decided to reclaim land for 13 projects and extend land use for 24 months for 6 projects. The City People's Council has approved the removal of 1 project from Resolution 06; 17 projects are being proposed to be removed from Resolution 06 and the remaining 3 projects are being processed according to regulations.
In addition to the 40 projects listed in the Resolution, the City People's Committee directed departments, branches and localities to inspect and handle more than 250 projects with a total area of over 2,280 hectares showing signs of violations. The amount of land rental has increased over the years.
Concluding the conference, Permanent Vice Chairman of the City People's Committee Le Anh Quan emphasized: The implementation of Resolution 06 has brought about certain results, ending the illegal land allocation and leasing. However, during the implementation process, there were still some difficulties, the coordination between departments, branches and localities was not effective, the construction of land database did not meet the requirements.
The Standing Vice Chairman of the City People's Committee requested that in the coming time, departments, branches and localities focus on thoroughly handling land violations, in the context that the Central Government is implementing waste prevention. The City Tax Department and the Department of Natural Resources and Environment match data; departments and branches unify records of handling violations for cases related to tax obligations; focus on handling violations when agricultural land is not put into use.
After a meeting to listen to opinions from departments and branches, the City People's Committee unanimously proposed that the City People's Council abolish Resolution 06 because it is no longer consistent with current legal regulations and reality.
