On January 10, the Department of Construction of Khanh Hoa province said that it had issued a document to rectify the receipt of dossiers for buying and leasing social housing in the area, in order to ensure compliance with legal regulations, limiting the situation of jostling, illegal brokerage and policy profiteering.
According to the Department of Construction, social housing project investors publicly disclose complete project information on the enterprise's electronic information page, send it to the Department of Construction and the commune-level People's Committee where the project is located to be posted on the local official information channels.
For direct dossier reception, investors must arrange many reception points, divided according to time frames, days or residential areas...
The investor must also develop a contingency plan when the number of applicants exceeds the reception capacity.
In case it is necessary to extend the time for receiving dossiers, the investor must promptly publicly announce at the receiving location, on the mass media and report to competent authorities, ensuring that all registered people are allowed to receive valid dossiers.
Khanh Hoa Department of Construction also encourages investors to apply digital technology, such as online application processing, electronic queuing, and online application issuance to reduce pressure on direct application submission.
For relevant agencies, units and localities, the Provincial People's Committee assigned the Department of Construction to preside over and coordinate in monitoring, inspecting, and urging investors to accelerate progress and soon put social housing projects into use.
Information about social housing projects being implemented must be made public at least 30 days before receiving applications, including project scale, number of apartments, selling price, rental purchase price, time – location of application distribution and receipt.
After signing the contract, the list of people eligible to buy or rent social housing must be publicly announced and updated on the Department of Construction's electronic information page to serve post-inspection work, avoiding duplication of subjects.
At the same time, strengthen inspection and strictly handle acts of illegal brokerage, "baiting", collecting deposits, collecting fees to "ensure dossiers are winning", and advertising "diplomatic slots" against regulations...
Khanh Hoa Provincial Department of Construction also recommends that people only work directly with officials and employees of the investor; do not transact through "brokers", brokers or believe in "diplomatic slots", "internal slots" invitations.
According to the report, the total demand for social housing in Khanh Hoa province after the merger is 99,716 units. Of which, the period 2021 - 2025 is 46,879 units, and the period 2026 - 2030 is 52,837 units.
In the period 2021 - 2030, the Prime Minister assigned a total target of 14,300 social housing units for Khanh Hoa province.
In 2025 alone, the target is 2,846 units, expected to be completed 2,181 units, reaching about 76.63%. In 2026, the province must complete 3,768 units; the period 2027 - 2030 is 6,140 units.
