According to regulations, coordination is carried out between the Department of Justice, the Department of Finance, the Department of Health, the Provincial Police, the Office of the Provincial People's Committee, social assistance facilities and relevant agencies and units throughout the process of resolving adoption with foreign elements.
The coordination content focuses on many important stages, including: Making records and receiving abandoned children into social assistance facilities; reviewing and finding people to adopt children domestically; verifying dossiers of abandoned children introduced as foreign adopts.
In addition, it is necessary to collect opinions on children of sufficient age according to regulations; confirm that children are eligible for foreign adoption; introduce children at social assistance facilities for foreigners to adopt.
At the same time, coordinate in making estimates, managing, using and finalizing state budget funds to serve the work of raising adopted children.
The Provincial People's Committee assigned the Department of Justice to be the presiding agency, responsible for organizing the implementation of the regulations; monitoring, urging, and evaluating the effectiveness of coordination between relevant units.
Khanh Hoa Provincial Police are responsible for appraising and verifying the origin of abandoned children adopted and responding to the results on time.
Meanwhile, the Department of Health is responsible for guiding and strictly inspecting medical facilities in issuing documents related to birth and death events; coordinating to prepare records of abandoned children in accordance with regulations, in order to prevent the situation of making fake records for children to be adopted or child trafficking.
Talking to a reporter from Lao Dong Newspaper, Ms. Nguyen Thi Hong (a resident of Nha Trang ward) expressed her agreement with the Khanh Hoa Provincial People's Committee's promulgation of the Regulation on inter-sectoral coordination in resolving adoption with foreign elements.
I think this regulation is very necessary and timely. The participation of many departments and sectors in coordination will help the process of resolving adoption dossiers to be stricter, limiting the situation of making fake papers or profiteering from abandoned children," Ms. Hong said.
According to Ms. Hong, the positive point of the regulation is to emphasize the role of checking and verifying the origin of children, especially the involvement of the police and the health sector.
