Report to the Central Government to issue specific mechanisms and policies for resolution
Through review, Khanh Hoa province currently has 217 real estate projects and facilities facing difficulties and obstacles, lasting for many years. Of which, 13 BT (build - transfer) projects are in the group of investment projects under the public-private partnership (PPP) method and 204 projects are slow or have not yet put the land into use.
The provincial leaders requested competent authorities to identify and specifically classify the problems: Groups under the authority of the Central Government and groups under the authority of localities (including determining the contents that can be handled immediately and the contents that need a roadmap). In particular, projects under Resolution 170 of the National Assembly and Decree 76 of the Government must be completely handled in 2025.
According to the report of the Department of Agriculture and Environment of Khanh Hoa province, from now until the end of the year, it is expected that 15 projects will fulfill their financial obligations and pay the budget about 7,000 billion VND in land use fees.
Mr. Chau Ngo Anh Nhan - Director of the Department of Finance of Khanh Hoa province - said that legal problems related to many projects have been reported by the locality to the Central Government to issue specific mechanisms and policies to resolve.
The major difficulties are still land valuation and appraisal costs
According to Mr. Anh Nhan, one of the biggest difficulties in collecting land use fees is the valuation work. Currently, the cost of consulting on appraisal is still low, while large-scale projects need a thorough investigation and information collection process. A budget of less than 300 million VND for appraisal is very difficult to implement. Therefore, the province is mobilizing and creating the most favorable conditions for consulting units to complete their tasks.
To unlock land resources, Khanh Hoa Provincial People's Committee has established a Steering Committee to remove difficulties and obstacles for projects behind schedule and backlogged in the area. Mr. Tran Quoc Nam - Chairman of Khanh Hoa Provincial People's Committee is the Head of the Committee. The Steering Committee is responsible for reviewing, classifying and proposing solutions for final handling in 2025, prioritizing key projects that are drivers of socio-economic development.
Provincial Party Secretary Nghiem Xuan Thanh emphasized: The removal of problems in projects is of great significance in unlocking resources, contributing to ensuring Khanh Hoa achieves the goal of double-digit continuous growth in the next 10 years.Heads of agencies and units must be directly responsible to the Provincial Party Secretary and the Chairman of the Provincial People's Committee for the progress and implementation results, absolutely avoiding the situation of pushing, avoiding, and lacking initiative".
