Regarding the draft Land Law (amended), the Government's submission stated that the amendment of this Law aims to fully institutionalize the Party's guidelines on perfecting land policies, promoting the development of the private economy, science, technology, innovation and digital transformation. At the same time, promptly solve urgent issues arising in practice, build a streamlined and effective land management model through promoting decentralization, delegation of power and administrative procedure reform.
Representatives of the drafting agency said that the draft Land Law (amended) is built on 7 major policy orientations.
First, focus on innovating planning and land use plans according to development space, associated with national master plans, regional plans and sectoral plans; strictly control planning adjustments to limit the situation of "suspended planning".
Second, towards perfecting the mechanism of land allocation, land lease, and land use purpose conversion in a public, transparent, and equal manner.
Third, regarding compensation, support, and resettlement, it is proposed to supplement cases where the State recovers land for national and public interests that are truly necessary.
Fourth, the draft proposes to remove regulations on specific land prices; assign provincial People's Councils to decide on land price tables and land price adjustment coefficients; supplement high tax policies for abandoned land or short-term transactions to limit speculation and combat wastefulness.
Fifth, regarding the rights and obligations of land users, land use regimes to overcome the situation of wasteful and desolate land.
Sixth, focus on promoting administrative reform, digital transformation and improving state management capacity on land...
Seventh, strengthen inspection, supervision, and handling of violations; resolve disputes, complaints, and denunciations related to land; fundamentally resolve long-standing limitations and obstacles related to land management and use.
Member of the Party Central Committee, Chairman of the National Assembly's Economic and Finance Committee Phan Van Mai said that the amendment of the Law this time must thoroughly grasp and institutionalize to the maximum extent the resolutions of the 3rd Plenum of the 14th Central Committee, relevant resolutions and the direction of General Secretary and President To Lam.
At the same time, ensuring the amendment of the Law in a fundamental and comprehensive direction, boldly removing inadequacies and obstacles so that land truly becomes an important resource for growth and development of the country.
Regarding the dossier submitted to the National Assembly Standing Committee, Mr. Phan Van Mai said that, in addition to the orientation of amending 7 groups of policies, it is necessary to reserve a necessary "openness" to absorb the opinions of National Assembly deputies on the contents that need to be supplemented to ensure synchronization with relevant laws and help truly release land resources for development.
