On July 17, the National Assembly Standing Committee gave opinions on the draft Criminal Procedure Code (amended).
According to the Submission of the draft Criminal Procedure Code (amended) presented by Deputy Chief Procurator of the Supreme People's Procuracy (VKSNDTC) Ho Duc Anh, the development of the Code aims to promote judicial reform; improve the effectiveness and efficiency of judicial governance; and ensure the requirements of crime prevention and control in the new period.
At the same time, promote digital transformation and international integration in criminal proceedings; towards building a modern, democratic, public, transparent, and effective criminal proceedings, ensuring human rights and citizens' rights; strengthening power control, preventing wrongful convictions, combating abuse of power and ensuring that crime handling is both strict, humane, and persuasive.
The amendment of the code also aims to innovate procedural procedures in a more progressive direction, ensuring strengthening adversarial proceedings, strictly controlling power, better protecting human rights and citizens' rights; reviewing and inheriting regulations that are still appropriate and effective; amending, supplementing or repealing regulations that are no longer appropriate...
The draft Criminal Procedure Code (amended) stipulates the principles, order, procedures for receiving and resolving information about crimes, prosecution, investigation, prosecution, trial and some procedures for criminal judgment enforcement; tasks, powers and relationships between competent procedural agencies.
At the same time, regulations on the tasks, powers, and responsibilities of competent persons conducting proceedings; rights and obligations of procedural participants, agencies, organizations, individuals; complaints, denunciations and international cooperation in criminal proceedings.
Presenting the Preliminary thẩm tra report on this content, Member of the Party Central Committee, Chairman of the Law and Justice Committee Phan Chi Hieu clearly stated that the Standing Committee agreed with the necessity of promulgating the Criminal Procedure Code (amended).

The Standing Committee also noted that the contents of the draft Code have institutionalized the Party's guidelines and policies.
However, it is proposed that the Supreme People's Procuracy continue to review and ensure the full institutionalization of the Party's viewpoints, policies, and orientations regarding the new regulations supplemented in the draft Code.
Speaking in conclusion, Member of the Party Central Committee, Vice Chairman of the National Assembly Nguyen Khac Dinh proposed that the drafting agency continue to complete the draft Code to submit to the National Assembly at the first non-scheduled session.
In the process of completion, reception, and revision, it is necessary to closely follow the resolutions and conclusions of the Party to institutionalize them in the draft Code; especially the conclusions of the General Secretary, President, Head of the Central Steering Committee for Institutional Improvement and Law Enforcement in Conclusion Notice No. 01-TB/BCĐTW dated July 6, 2026.
