Proposal to temporarily suspend or limit electricity and water if not complied

After the Department of Construction concluded (on April 26) on the inspection of social housing projects in Bien Hoa City and determined that many apartments were not used for the right subjects, Dong Nai Housing Trading Joint Stock Company invited 23 households that were not used for the right subjects to work at social housing apartments A1&A2, B1&B2 (Quang Vinh Ward, Bien Hoa City).

However, only 7 households explained, 1 household returned the apartment, 2 households returned the apartment in the coming time and 1 household was the right subject, the right lease contract, while 12 households had not contacted to verify.

These are cases where the inspection determines that they are being leased back, or given to children, grandchildren... with a different name than the owner's name.

Dong Nai Housing Trading Joint Stock Company recommends the Department of Construction: For households that have not been contacted for verification, the company will continue to send invitations and contact directly. After verifying and discovering that the right subjects were not allocated social housing, the company will conduct a campaign and propaganda for households to voluntarily return their houses.

In case of non-compliance, utilities such as electricity and water will be temporarily suspended or restricted. If it is still not implemented, the company will report to the Department of Construction to submit to the Provincial People's Committee to issue a decision to enforce the recovery of social housing.

According to the Department of Construction, the use of social housing for the wrong subjects (a total of 23 cases recorded directly through inspection of apartments subject to lease/rent-purchase) reduces the opportunity to access social housing for subjects who are truly qualified and in need, going against policy goals.

Also according to the conclusion of the Department of Construction on the inspection of 4 social housing projects in Bien Hoa City, for projects of 4 blocks of social housing A1 & A2, B1 & B2, in addition to detecting 23 apartments that are not the right subjects, also discovered the situation, parking car park at the location of the internal road space, green park in the residential area.

Also according to the conclusion of the Department of Construction, out of 4 social housing projects when inspected, there were 366/914 cases reported as absent even though they had been previously notified, causing difficulties in inspection work.

For the two social housing projects, apartment building A1&A2, B1&B2 and apartment building A6-A7, according to Dong Nai Housing Trading Joint Stock Company, the results of the verification of the main reasons for absence include: returning to the countryside, going to work by shift, going on business trips or having personal work...

The Department of Construction recommends that project investors conduct a review of responsibilities and rectify organizations, units and individuals that allow limited shortcomings to occur.
