A dormitory abandoned for more than 10 years in Ninh Binh is converted into public housing

Ninh Binh - After more than 10 years of abandonment, part of the Concentrated Student hostel project in Ninh Binh has been converted into public housing to avoid waste.

In order to promote investment efficiency and increase housing funds for cadres, civil servants, public employees and workers in the area, the People's Committee of Ninh Binh province has approved the investment policy for the Ninh Binh Province Public Housing Construction Project.

The project is implemented on the basis of the current status of 2/4 unfinished buildings of the province's Concentrated Student hostel Project (The project has a total investment of over 860 billion VND but has been under construction and abandoned for more than 10 years).

Ninh Binh province aims to put the project into use soon to promote investment efficiency, avoid waste; provide public housing to serve the prescribed subjects of cadres, civil servants, public employees and workers (including families if needed) working at State agencies in the province; especially subjects who must change their working locations to Ninh Binh province after merging the three provinces of Ha Nam - Ninh Binh - Nam Dinh.

The project is implemented on the basis of the current status of 2 B+C buildings and technical infrastructure items outside the house on a land area of 2.08 hectares. The items that need to be completed to put the project into operation and use include: 2 B+C buildings from the construction stop at the site and additional interior equipment for the living room; construction of auxiliary works and technical infrastructure to ensure synchronization.

The project has a total investment of nearly 211 billion VND from the provincial budget in the Medium-term Public Investment Plan for the period 2026 - 2030. The project implementation location is in Hoa Lu ward (Ninh Nhat commune, Hoa Lu city, old Ninh Binh province). The project implementation period is from 2025 to 2026.

The Provincial People's Committee assigned the Provincial Civil and Industrial Construction Investment Project Management Board to preside over and coordinate with relevant agencies and units to complete the Project Feasibility Study Report to submit to competent authorities for investment decision in accordance with the provisions of the Law on Public Investment and relevant laws.

At the same time, organize the implementation of the project according to regulations, not to create outstanding debts for basic construction. The Department of Construction shall preside over and coordinate with relevant agencies and units to guide and urge the Provincial Civil and Industrial Construction Investment Project Management Board to complete project documents and procedures, ensuring compliance with legal regulations.

Mr. Vu Quang Trung - Deputy Director of the Ninh Binh Province Civil and Industrial Construction Investment Project Management Board said that the Management Board is speeding up related procedures, promptly implementing design, construction and completion work to put the project into use, meeting the facilities and accommodation for cadres, civil servants, public employees and workers.
