A real estate segment that is quite "picky" about buyers, such as villas and townhouses in real estate projects, has recorded an increase of 50 - 100% in just the past two years in suburban districts of Hanoi such as Hoai Duc, Dan Phuong...
While real estate prices are skyrocketing, many real estate projects are still not being implemented. For example, Me Linh district still has nearly 40 projects; Hoai Duc has over 10 projects that have been waiting for legal issues for many years without being resolved, causing land waste.
If the legal problems of the projects are not resolved, housing prices cannot cool down because all input costs increase. Housing prices cannot be lowered.
Recently, presenting to the National Assembly the draft Resolution on piloting the implementation of commercial housing projects through agreements to receive land use rights or those with land use rights, Minister of Natural Resources and Environment Do Duc Duy said that the draft Resolution was developed to remove difficulties in the supply of real estate projects in the context of rising real estate prices.
Therefore, it is necessary to expand the conditions for receiving the transfer of land use rights to implement commercial housing projects, contributing to limiting complaints from people; ensuring fairness in land access among investors and localities, maintaining a stable supply of commercial housing, contributing to the development of a transparent and healthy real estate market.
For the conditions for implementing a commercial housing project through an agreement on receiving land use rights or having land use rights, the investor implements a commercial housing project on one or more of the following types of land: Agricultural land; non-agricultural land that is not residential land; residential land and other land in the same plot of land in the case of an agreement on receiving land use rights.
In the report examining the draft Resolution, Chairman of the Economic Committee Vu Hong Thanh said that the Economic Committee proposed to review, study, and clarify the application of the pilot mechanism through agreements on receiving land use rights or having land use rights for all types of land including rice-growing land, forestry land, land used for national defense and security purposes, and land used for religious activities.
Commenting on this issue, delegate Nguyen Phuong Tuan (Kien Giang Delegation) requested the drafting agency to consider, clarify further and have appropriate regulations to ensure feasibility and effectiveness.
According to the delegate of Kien Giang, further clarification is needed to avoid the situation where after the regulation comes into effect, widespread conversion of land use purposes will not only affect social security but also affect the country's food security.
