A resident in Hung Yen reflected that his family's younger sister has agricultural land sharing a red book with her parents. Currently, this younger sister has married and lives in another locality.
People raised the question, when the State recovers agricultural land, in addition to the father, mother and younger sister being supported to stabilize their lives, is the population belonging to the younger sister's own family considered for support or not.
Answering this content, the Ministry of Agriculture and Environment said that Clause 1, Article 19 of Decree No. 88/2024/ND-CP dated July 15, 2024 of the Government stipulating compensation, support, and resettlement when the State recovers land has stipulated support for stabilizing life.
This regulation has been amended and supplemented in Clause 4, Article 2 of Decree No. 226/2025/ND-CP dated August 15, 2025 of the Government.

According to the Ministry of Agriculture and Environment, households and individuals currently using agricultural land, if they are eligible for land compensation, will be supported to stabilize their lives.
Regarding the number of people supported, the Ministry of Agriculture and Environment said that the number of people in households supported according to Clause 1, Article 19 of Decree No. 88/2024/ND-CP are people who have common land use rights at the time of approval of the compensation, support, and resettlement plan.
In addition, the population of household members arising after the time of allocating agricultural land to that household, if any, is also a basis for consideration according to regulations.
The determination of the number of people with common land use rights is agreed upon by household members themselves and they are responsible before the law.
The Ministry of Agriculture and Environment requests people to study the above regulations, and at the same time contact the land management agency in the locality for consideration and specific guidance.
