Bac Ninh Provincial Department of Construction has just announced and publicly disclosed information about foreign organizations and individuals who own houses at the Hong Hac - Xuan Lam eco-urban area project.
According to the announcement, the investment project to build Hong Hac - Xuan Lam eco-urban area is invested by Industrial and Commercial Bank Trade Union Investment Joint Stock Company with the scale: Land use area 1,977,615.71m2; population of about 27,700 people; number of houses including 1,438 townhouses, 1,406 villas, 2,339 social housing apartments and 2,098 commercial housing apartments; project operating period until October 14, 2066.
The project has basically completed the technical infrastructure including roads, power supply systems, water supply, drainage, wastewater treatment area, ground leveling, green trees; housing construction is underway.
Real estate business situation at the project: 1,047 detached residential land plots (villas, adjacent houses, equivalent to a population of about 3,665 people) belonging to the project are eligible to be sold or leased for the purchase of houses formed in the future. Currently, the Investor has not been doing real estate business (selling, leasing for the purchase) of apartments and houses in the project to foreign organizations and individuals.
The project is not in an area that needs to ensure national defense and security according to regulations. Therefore, the permission for foreign organizations and individuals to own houses in the project is in accordance with the provisions of the 2023 Housing Law.
Regarding the number of houses in the project where foreign organizations and individuals are allowed to own houses, it is determined as follows:
- For 2 apartment buildings, foreign organizations and individuals are allowed to own houses in the project not exceeding 624 apartments.
- For detached houses (including villas and adjacent houses): Foreign organizations and individuals are allowed to own houses in the project not exceeding 248 houses.
Previously, as Lao Dong newspaper reported, the Hong Hac - Xuan Lam eco-urban area was approved for investment by Bac Ninh province in December 2010. The project has a total capital of 27,000 billion VND (nearly 1.1 billion USD), starting construction in April 2025.
Bac Ninh is one of the industrial capitals in the North, concentrating a series of FDI giants in the field of manufacturing technology equipment, electronics, and semiconductors.
In recent years, Bac Ninh has also become a destination for a series of large investors in the real estate sector.
Currently, a series of new urban area projects with large total investments are being accelerated in this locality.
