After the implementation of the Project to invest in building at least 1 million social housing apartments, 2025 recorded many positive changes in the development of social housing nationwide. Many localities have completed, even exceeded the assigned targets. However, the general picture still has "gray areas" when many localities have not achieved the plan, even some places have not deployed any apartments.
Sharing with Lao Dong reporters, a representative of the Ministry of Construction said that, accumulated to date, the whole country has 698 social housing projects being implemented with a scale of about 657,441 apartments. Of which, 193 projects have been completed, providing 169,143 units; 200 projects have been started, under construction with 134,111 units; and 305 projects have been approved for investment policies, corresponding to 354,187 units.
The total number of completed, being implemented or approved for investment apartments by 2025 will reach about 62% of the target of 1,062,200 units of the Project.
In 2025 alone, the whole country is investing in building 134,111 social housing units. Notably, in the year, 90 new projects were started with a scale of 95,630 units. The number of completed apartments reached 102,633 units, exceeding the assigned target of 100,275 units, equivalent to 102%.
Many localities and ministries exceeded the plan
Among the localities assigned targets for 2025, 19 localities have completed or exceeded the plan. Many large cities continue to play a leading role.
Hanoi completed 5,158 units, reaching 110% of the target; Ho Chi Minh City completed all 13,040 units; Hai Phong far exceeded the plan with 13,147 units, reaching 123%. Da Nang, Hue, and Can Tho all recorded completion rates from 109-111%.

Notably, some localities achieved high surpluses such as Bac Ninh completing 19,123 units, reaching 120%; Phu Tho reaching 154%; Nghe An reaching 175%; Thai Nguyen completing 4,223 units, nearly 4 times the assigned target. These results show the proactiveness of the locality in preparing land funds, completing investment procedures and organizing project implementation.
In addition, many other provinces and cities also completed the plan correctly or slightly exceeded it, such as Ninh Binh, Quang Tri, Tuyen Quang, Quang Ninh, Hung Yen, Dong Nai, Ca Mau..., contributing to bringing the overall results of the whole country to exceed the annual target.
Along with localities, ministries, branches and socio-political organizations also actively participate. The Ministry of Public Security has started 8 housing projects for the armed forces with a scale of about 5,341 units, exceeding the assigned target. The Ministry of National Defense plans to start 2 projects in December 2025 with a total scale of 2,841 units. The Vietnam General Confederation of Labor has started 3 projects, providing 1,700 social housing units for workers in some localities.
The remaining "gray areas
However, the social housing development picture in 2025 is not really uniform. There are 12 localities that are unable to complete the assigned targets. In which, Lam Dong only reached 29% of the plan; Gia Lai reached 48%; An Giang reached 41%; Dak Lak reached 57%. Notably, Ha Tinh was assigned a target of 200 units but no apartments have been completed, reaching 0%.
Some other localities such as Lao Cai, Lang Son, Tay Ninh, Khanh Hoa, Vinh Long, Dong Thap, although implemented, still lack from several hundred to thousands of units compared to the 2025 target. Three provinces Cao Bang, Dien Bien, Lai Chau are not assigned social housing development targets for the year.
In general, under the drastic direction of the Government and the Prime Minister, along with the promulgation of specific mechanisms and policies, the development of social housing has had many positive changes. However, the disparity between localities shows the need to continue to remove difficulties in procedures, land funds and resources, in order to narrow down "gray areas" and ensure housing security goals in the coming period.
