Mobilizing and supporting people to dismantle assets
In recent times, localities and investors have closely followed the direction of the People's Committee of Quang Binh province, actively coordinating to handle problems in site clearance (GPMB) of Component Project 1 - Coastal Road.
Mr. Nguyen Ngoc Quy - Director of the Traffic Construction Investment Project Management Board said that although the site had been handed over 71.06/80km (reaching 88.8%), the remaining part had been delayed for many months due to problems with housing, assets and especially aquaculture farms ( coming from the people).
The entire route currently has 21 households with Rural Development and livestock activities affected, stretching across the areas: Dong Hoi, Le Thuy, Quang Ninh, Bo Trach, Quang Trach and Ba Don. These bottlenecks cause site clearance, making it difficult for contractors to construct, having to "jump up worms", which is both expensive and ineffective.
Lieutenant Colonel Phan Quang Thanh - Head of Nhat Le Border Guard Station said that the unit has coordinated with the locality to propagate and mobilize people to voluntarily hand over the site, and mobilized forces to support the demolition of items related to the project.
"We will continue to support and help people clean up and dismantle assets in the construction area to speed up the progress," said Mr. Thanh.
At the bidding package Nam Bridge Ly Hoa-Quang Phu (15.5km), after a long time of stagnation, the joint venture of contractors including Dat Phuong Group Joint Stock Company-Hai Dang Joint Stock Company-Bridge and Bridge Joint Stock Company 10 currently deploying dozens of construction stits thanks to the handover of additional ground. According to Mr. Phan Vinh - the project consultant, there have been tragedy about 10km of route length. It is expected that in the coming time, the contractor will be handed over by an additional 500m and if the weather is favorable, smooth ground, the project will be completed according to the requirements of the provincial People's Committee.
At the Nam Roon - Quang Phuc package (21.9km), Mr. Pham Quang Bien - supervision consultant said that there is still a problem of about 800m, mainly in Quang Trach district and TX. Ba Don. Localities and investors are making efforts to hand over the remaining part in May so as not to affect the overall progress.
The project plays a strategic role
According to Mr. Ho Chi Lam - Head of Project Department 1 (Traffic Construction Investment Project Management Board, Department of Construction), since the beginning of March 2025, some households in Hai Ninh commune have handed over the site after being mobilized. Thanks to that, the contractor has an additional 200m to continue construction. Some remaining households are in the process of applying compensation prices.
Currently, the items of bridges, culverts, and drainage works have basically been completed in areas where the site has been cleared. Contractors are speeding up construction of roadbed and foundation. Up to this point, the construction volume has reached about 714/1,463 billion VND, equivalent to 49%. The project is expected to be completed in 2025 according to the direction of the Provincial People's Committee.
Component project 1 - Quang Binh coastal road has a total length of 80km, including three sections: Nam Roon - Quang Phuc (21.9km), Nam Ly Hoa - Quang Phu bridge (15.5km) and Ha Trung - Mach Nuoc (42.6km, excluding the 5.8km section via FLC implemented by the investor). The project has a total investment of more than VND 2,197 billion, passing through 16 communes and wards in 6 districts, towns and cities; affecting more than 1,000 households and 37 organizations.
With high political determination, consensus of the people and efforts of related units, Quang Binh is gradually removing the "bottleneck" of land acquisition, a key factor determining the success of this key project.
