Reclaiming tens of thousands of square meters of "suspended" land
The People's Committee of Quang Binh province has just issued Decision No. 426 signed by Permanent Vice Chairman of the Provincial People's Committee Doan Ngoc Lam, reclaiming 2,034.9m2 of land from Linh Thanh Group Joint Stock Company in Dong Phu ward (Dong Hoi city). This land was leased in 2010 to build a commercial center and a leasing office, however, the enterprise did not fulfill its financial obligations, leading to the decision to withdraw.
Previously, the Provincial People's Committee also reclaimed 2,911.6m2 of land from Viet Group Central Joint Stock Company in the area along the Nhat Le River, Dong Hai Ward (Dong Hoi City). The project has been abandoned for many years, failing to fulfill financial obligations, causing public outrage.
The People's Committee of Quang Binh province has also issued a document announcing the revocation of 71,373.3m2 of land of Dong Duong Mien Trung Joint Stock Company in Quang Phu commune (Dong Hoi city). This is a land leased since 2010 to implement the Indochina Quang Binh Resort High-end Resort project.
According to the report, as of December 5, 2024, Dong Duong Central Joint Stock Company still owes more than VND23 billion in land tax, violating financial obligations to the State. Although the tax authority has taken many enforcement measures such as withdrawing money from accounts and temporarily suspending exit, the enterprise still does not comply. Therefore, the tax authority has proposed to reclaim the land according to regulations.
Strengthening review
Faced with the reality of a series of projects being behind schedule and not fulfilling financial obligations, Permanent Vice Chairman of the People's Committee of Quang Binh province Doan Ngoc Lam has directed relevant departments and branches to continue reviewing and evaluating projects that have not completed land allocation and land lease procedures. At the same time, it is required to work directly with investors to urge the project implementation progress.
For projects that have been allocated land or leased land but are behind schedule, the authorities must urgently advise the Provincial People's Committee to handle them, focusing on studying land recovery if they violate land regulations, are behind schedule for a long time or do not fulfill financial obligations.
Projects that have been extended but continue to be slow to implement will be reviewed for investor violations and have measures to handle tax debts. If the investor does not comply with financial obligations, the Provincial People's Committee will consider handling them according to the provisions of law.
Projects that have been extended but are still behind schedule will be closely monitored; if they continue to violate, they will report to the Provincial People's Committee to reclaim the land. In case of an extension, the investor must fulfill financial obligations to be considered for continued project implementation.
Taking strong action against "suspended" projects and being behind schedule not only helps Quang Binh province restore order in land management but also ensures the effective use of land resources, avoiding waste and budget loss. This also demonstrates the determination of local authorities in strictly handling violations, protecting public interests and restoring people's trust in the government.
In the coming time, the People's Committee of Quang Binh province will continue to strengthen inspection and supervision work, ensuring that projects are implemented on schedule and in accordance with legal regulations. Resolutely handling violations will create a premise to attract serious investors with the capacity to implement projects, contributing to the socio-economic development of the locality.
