According to the report of the Quang Ngai Department of Finance, up to now, the province has completed the plan to arrange and assign headquarters for provincial-level agencies and units to receive officials and civil servants from Kon Tum to work. Currently, there are 27 unused headquarters, which will continue to be handled in priority order such as: arranged for agencies in need, converted to public use functions, and exchanged for central agencies. Public service facilities and other public assets are being reviewed and advised on handover before June 30, 2025.

Quang Ngai province has developed a policy to arrange public housing, means of transportation and support working conditions for cadres after the merger. Cadres under the management of the Provincial Party Committee Standing Committee will be allocated housing at 4 locations. In case there is no need, they will be supported with rent according to regulations.
Regarding the budget, the two Departments of Finance are coordinating to develop a revenue and expenditure estimate after the merger. The total medium-term public investment plan for the period 2021-2025 of Quang Ngai is more than 30,000 billion VND, of which more than 28.5 trillion VND has been allocated. It is expected to complete 238/265 projects by the end of 2025.
The province has also reviewed 222 unfinished district-level projects with a total investment of more than VND 11,000 billion to transfer to specialized management boards for continued implementation.
On Kon Tum's side, the provincial Department of Finance reported that there are currently 1,656 district-level housing and land facilities. Of which, 24 facilities will be retained for use, 1,512 will be transferred internally, 2 facilities are expected to be handed over to the Central agency, 118 facilities will be handed over to the new locality. The handover of assets is carried out in accordance with regulations, ensuring administrative operations and continuous public service provision.
Currently, the leaders of the two provinces agreed to continue to closely coordinate to complete the plans to handle surplus headquarters, adjust the budget and public investment, gradually synchronizing with the two-level local government model. This is an important preparation step to ensure the administrative apparatus after the merger operates stably and effectively, serving people and businesses better, towards the official provincial merger event taking place from July 1, 2025.
