The North-South high-speed railway section through Nghe An province is about 85.5km long, passing through 18 communes and wards. On the route, Vinh station is planned to be located in Hung Nguyen commune; maintenance station in Duc Chau commune; a combined maintenance station in Vinh depot and depot in Hung Nguyen Nam commune.
According to estimates, the project needs to clear about 519.2ha of land, affecting about 2,150 households. Among these, 368 households do not need to relocate and about 1,782 households need to be resettled. To serve site clearance work, Nghe An plans to build 41 resettlement areas in 16/18 affected communes and wards, with a total area of about 102.69ha, with an investment cost of about 1,450 billion VND.
According to updated data, 16/16 communes and wards with resettlement arrangement needs have been approved in principle for surveying and selecting locations. All 41 resettlement areas have also been approved for detailed planning. Among the 10 areas implemented in the form of preparing economic - technical reports, 9 areas have been approved. For 31 areas that need to prepare feasibility study reports, 17 projects have completed the approval step, of which 8 projects have been approved for construction drawing design - cost estimate. Currently, there are 7 resettlement areas under construction outside the site, including 5 areas in Lam Thanh commune, 1 area in Tan Chau commune and 1 area in Quynh Luu commune. The implementation progress between localities is still uneven. Statistics as of April 2026, there are 19 areas approved for cadastral records, 7 areas under appraisal and 8 areas waiting for land users to confirm.
The implementation process shows that the main difficulties related to cadastral measurement, determining the origin of land, inventorying assets, updating compensation prices and handling cases of inheritance, transfer or incomplete land records.

Faced with the above obstacles, Mr. Hoang Phu Hien - Vice Chairman of Nghe An Provincial People's Committee - has just chaired a meeting with departments, branches, the State Treasury of Region XI and localities with projects passing through.
Leaders of Nghe An Provincial People's Committee assessed that the plan to separate into 41 resettlement projects and 18 site clearance projects has many advantages, creating conditions to accelerate the construction of resettlement infrastructure and disburse capital sources.
The Department of Finance is assigned to coordinate with the Department of Construction and the State Treasury of Region XI to continue reviewing the order and procedures; clearly define the responsibilities and implementation progress of each unit to advise the Provincial People's Committee to consider and decide.
According to Mr. Hoang Phu Hien, the province will focus on removing difficulties, accelerating site clearance and building resettlement areas.
