A resident reflected that he is working in another locality where he is registered for permanent residence and wonders whether he is eligible to register to buy social housing when he does not have household registration at the project site.
Regarding this content, the Ministry of Construction has given a specific answer on the conditions for purchasing social housing according to current regulations.
According to the Ministry of Construction, Clause 1, Article 78 of the 2023 Housing Law stipulates that subjects eligible for social housing support policies include people with meritorious services to the revolution, poor and near-poor households in urban areas, workers and laborers working at enterprises, officials, civil servants, public employees and many other groups of subjects.

Notably, current law no longer stipulates residence conditions for people registering to buy social housing as before. This means that people are not required to have permanent or temporary household registration in the locality where the social housing project is located to register to buy a house.
The Ministry of Construction said that people who need to buy social housing need to meet the conditions on housing and income according to the provisions of Article 78 and Article 79 of the 2023 Housing Law. In which, in case they do not have housing in their possession or the average housing area per capita is lower than the minimum level as prescribed, support may be considered.
In addition, social housing buyers must also belong to the group with income levels meeting the conditions according to the Government's regulations. The confirmation of income conditions is carried out through relevant agencies, units or localities.
According to the Ministry of Construction, social housing purchase registration dossiers will be received, inspected and a list of eligible subjects will be made by the investor in accordance with legal regulations. In case the number of registered people exceeds the number of apartments, the review will be carried out according to the principle of priority prescribed by law.
Reality shows that many workers still misunderstand that they must have a local household registration to register to buy social housing. The abolition of residence conditions is considered an important change, contributing to creating conditions for out-of-province workers to access housing suitable to their financial capacity.
