According to the reflection, this apartment complex has 21 households. On September 6, 2024, households received Decision No. 11304/QD-UBND of the People's Committee of Ha Long City on urgent evacuation of people and property from the apartment complex to prevent and avoid the impact of storm No. 3 (storm Yagi).
However, after the storm passed, the households returned to their old residences and suddenly received a notice from the People's Committee of Ha Tu Ward that they were not allowed to return to live here. The reason given is that the project has been quality inspected and assessed at level D - level of danger, and needs to wait for further instructions from the People's Committee of Ha Long City.
On October 9, 2024, the People's Committee of Ha Long City invited households to the headquarters of the People's Committee of Ha Tu Ward to announce the quality inspection of the 2-storey collective housing project of Mo Ha Tu Workers' mine at level D.
Then, on December 11, 2024, the People's Committee of Ha Long City issued Official Letter No. 9882/UBND-QLDT on handling and demolishing construction works of households and individuals that have been damaged, degraded or abandoned and are at risk of collapse.
Most recently, on April 29, 2025, the People's Committee of Ha Tu Ward held a meeting to announce the implementation planning project according to Decision No. 3318/QD-UBND dated April 14, 2025 of the People's Committee of Ha Long City. Accordingly, the land fund of the 2-storey apartment complex will be planned into flower gardens, trees and parking lots.

People are restless
In the face of a series of consecutive documents from authorities at all levels, people are worried and upset, saying that the above decisions are one-sided, lacking dialogue with the people's thoughts and aspirations.
Mr. Nguyen Van Hoa (61 years old), a resident of the apartment complex, shared: "I have terminal cancer, my salary is only enough to pay for chemotherapy. The family of four depends on his wife's salary. I have been here since 1986, this apartment is over 80 square meters wide and was bought by me for over 400 million VND. Since Typhoon Yagi, the family has had to rent a room outside, and return home on their own near Tet. I was really confused, everything happened so quickly, there were continuous documents and meetings... without knowing where the family's future would go, where? ".
Mr. Ngo Quang Dien (62 years old) - one of the few households that did not have to relocate during Typhoon Yagi - said: I hope to have a public dialogue between local authorities, authorities and residents to clarify legal issues, rights and housing options in case of forced relocation".
According to the reporter's investigation, the 2-storey apartment complex has been in use since 1975, received by Ha Tu Coal Joint Stock Company - Vinacomin from the Coalfield Design Board of TKV. By 2003, the company had liquidated houses for staff and workers, but the liquidation area did not include the common corridor and stairs.
Regarding land use rights, on June 18, 2018, the People's Committee of Quang Ninh province issued Decision No. 2143/QD-UBND to reclaim land in the two-story apartment complex and hand it over to the People's Committee of Ha Long city for management, to consider granting land use and housing right certificates to households according to regulations. However, up to now, no household in this housing area has been granted a red book.
Through actual records, the apartment complex is now seriously degraded.
Households will continue to be evacuated during extreme weather
Information from the Department of Economics, Infrastructure and Urban Areas of Ha Long City responded to Lao Dong Newspaper, currently, the City People's Committee has directed units to study and develop a master plan and a construction investment project in the direction of green trees, playgrounds, parking areas... at this apartment land fund. When implementing the project, compensation and resettlement support will be implemented according to the provisions of law.
The City People's Committee has assigned the Department of Natural Resources and Environment to assume the prime responsibility and coordinate with the People's Committee of Ha Tu Ward, reviewing the process of land use and use of households to advise and propose the City People's Committee to implement the direction in Decision No. 2143/QD-UBND dated June 18, 2018 of the Provincial People's Committee. The project has been tested at a dangerous level D. In case of extreme weather, the City People's Committee will direct Ha Tu ward to relocate people to a temporary residence to ensure safety.
