In the first 9 months of 2025, the progress of the social housing development program is still slow compared to the target. The report of the Ministry of Construction shows that the whole country has only completed 43,681/100,275 units, reaching 43.6% of the annual plan. Many localities have not yet met the requirements, especially in mountainous provinces and the Central Highlands.
Some places such as Son La, Ha Tinh, have not completed any houses; other localities such as Thanh Hoa, Lang Son, Quang Tri, Khanh Hoa, Gia Lai, Lam Dong, Vinh Long have only reached less than 50% of the assigned target.
The Ministry of Construction believes that the main reason is that many localities have not really paid attention, have not included social housing development targets in the socio-economic development plan, and have not established a provincial Steering Committee.
In addition, many projects have been started but are slow to implement, causing problems in site clearance, land allocation and investment procedures.
Some land funds for social housing are located far from the center, lacking technical infrastructure and society, making it difficult to attract investors. In addition, the financial capacity and experience of some investors are still limited, leading to slow construction, prolonging progress.

In the context of many localities being slow to implement, the overall progress of the program is at risk of not reaching the annual target, the Ministry of Construction believes that there needs to be more drastic intervention from local authorities, especially in removing bottlenecks in land fund, investment procedures and investor capacity.
In the last three months of the year, the Ministry of Construction will continue to inspect and urge localities and businesses to promote investment in the construction of social housing, ensuring the goals assigned by the Prime Minister.
Localities need to urgently complete the Steering Committee for Social Housing Development. Focus on directing and urging investors to invest in the construction of social housing projects, striving to complete the assigned targets in the Decision to adjust the target of completing social housing in 2025 and the following years until 2030;
For completed projects (43,681 apartments), investors are required to urgently complete procedures and widely announce them on mass media to sell to people.
For projects in the completion stage (about 39,250 apartments), localities need to urge investors to focus resources and construct according to the committed schedule, to be completed in 2025.
For the remaining projects and projects that have just started construction in 2025 (about 95,780 apartments), each locality needs to work directly with investors to review progress, adjust project progress; prioritize the implementation of administrative procedures, grasp and immediately resolve difficulties and problems..., create all conditions for investors to implement projects;
At the same time, investors are required to focus resources, construct in the spirit of "3 shifts, 4 teams", "overcome the sun, overcome the rain", complete at least 17,000 apartments in 2025 and create a foundation for completing the target for the following years.
For localities that have not yet started social housing projects, urgently direct the Departments to assign investors, carry out land procedures, hand over clean land, grant construction permits... to investors of social housing projects to start construction and invest in construction in 2025.
Localities urgently review planning and arrange land funds for social housing construction in suitable and convenient locations, with reasonable scale, ensuring adequate technical infrastructure and social infrastructure. At the same time, it is necessary to synchronously develop infrastructure systems such as electricity, water, transportation, culture, education, healthcare, sports, etc. to meet the needs of the people as well as effectively use public investment capital, contributing to promoting growth.
