Real estate market sharply slows down at the end of 2025

Khanh Hoa - Khanh Hoa real estate market in Q4.2025 decreased by 53.4% transactions.

Vice Chairman of Khanh Hoa Provincial People's Committee Tran Hoa Nam has just chaired a meeting to listen to periodic reports on social housing and the real estate market situation in the province (January 27).

According to the Khanh Hoa Department of Construction, in the fourth quarter of 2025, the market recorded 11,208 real estate transactions, down about 53.4% compared to the third quarter of 20205 (the third quarter of 2025 generated 24,043 transactions).

Total value reached 4,922.1 billion VND, down 75.3% compared to Q3.2025 (total value estimated at 19,930 billion VND). This reflects the clear slowdown trend of the Khanh Hoa real estate market in the year-end period.

Personal income tax from real estate also decreased sharply to about 31.3 billion VND (in the third quarter of 2025, about 176.6 billion VND).

Regarding social housing development, by the end of December 2025, Khanh Hoa province had completed about 3,023 social housing units, reaching 106.21% of the target assigned by the Prime Minister in 2025.

According to Resolution No. 07/NQ-CP, in the period 2025-2030, Khanh Hoa province is assigned the target of developing 10,088 social housing units, of which 3,200 units will be in 2026 alone.

Statistics up to January 2026, the locality has assigned investors for 13 social housing projects, with a total land area of about 109.255ha, scale of 17,498 apartments, total investment of more than 25,016 billion VND.

To date, 7 projects have started construction, 4 projects are completing procedures to start construction in 2026 and 2 housing projects for the armed forces with a scale of 3,791 units have been assigned to investors.

In order to ensure the transparency of the real estate market, the Department of Construction has established the Zalo group "HTTT - Housing and Real Estate Market - Khanh Hoa" to promptly provide information, guidance and receive and answer difficulties in the implementation process.

For investors, exchanges, real estate brokerage units and notary offices in the province, they have basically registered reporting accounts on the Housing and Real Estate Market Information System of the Ministry of Construction according to regulations.

Representatives of social housing project investors reflected that currently the process, procedures for land handover, appraisal, and approval of the overall project site plan... still have some difficulties and obstacles in the implementation process.

According to Vice Chairman of the Provincial People's Committee Tran Hoa Nam, the development of social housing needs to be suitable to the actual needs of the locality, not only concentrated in the urban center area. For projects that are preparing for investment, they need to be put into the "Green channel" to resolve procedures in a timely manner.

Mr. Nam requested the Department of Construction to review the plans and fully update the new directives of the Prime Minister and the Ministry of Construction on housing development.

Relevant departments and agencies continue to remove difficulties for investors, accelerate the progress of projects that have been started, and complete social housing goals.
