Ho Chi Minh City - Moc Bai Expressway
The Ho Chi Minh City - Moc Bai Expressway Project has a total length of nearly 51 km, starting at the intersection with Ring Road 3 in Cu Chi District, and ending at National Highway 22 in Ben Cau District (Tay Ninh). In particular, compensation, support, and resettlement in Ho Chi Minh City are part of component project 3.
The expressway section through Ho Chi Minh City is more than 24 km long, affecting 1,808 households in 11 communes of Cu Chi district such as: Trung Lap Ha, Tan Thanh Tay, Tan Thanh, Phuoc Thanh, Nhuan Duc, Phu Hoa Dong, Phuoc Vinh An...
Of the total affected households, 254 households are eligible for resettlement land. The total estimated cost of compensation and resettlement support is about 7,102 billion VND.
According to the plan, compensation and resettlement support for the section passing through Ho Chi Minh City will be approved in January 2025. Compensation payments (phase 1) are expected to begin in April 2025 for households that have agreed on agricultural and residential land.

According to the latest plan, component project 1 of the expressway construction project under the BOT (build-operate-transfer) method has a total capital of more than VND 10,400 billion, expected to start construction in January 2026 and be completed and put into operation in December 2027, according to the Ho Chi Minh City Traffic Construction Investment Project Management Board.
Component project 2 to build a residential road and overpass, with an investment capital of VND 2,420 billion from the budget, is expected to start construction in August 2025 and be completed in April 2027.
Expanding National Highway 22
National Highway 22 is one of five key projects to upgrade and expand existing roads under the BOT model, implemented by Ho Chi Minh City thanks to the special mechanism from Resolution 98.
According to the initial pre-feasibility study report, the 8.7 km long section of National Highway 22, starting at An Suong intersection (District 12) and ending at Ring Road 3 (Hoc Mon district), will be expanded to 60 m with 10 lanes, and overpasses will be built at the intersections.

The total investment capital of the project is about 8,400 billion VND, of which site clearance costs account for about 5,269 billion VND.
The entire project is expected to occupy about 56.7 hectares of land, including residential land, rice land, other agricultural land, perennial crop land, forestry land and other land. Accordingly, 1,593 households will be affected by the site clearance.
In District 12, 120 households were partially cleared. Meanwhile, in Hoc Mon district, 1,162 households were partially cleared and 311 households were completely cleared, requiring resettlement.
According to the Ho Chi Minh City Department of Transport, the pre-feasibility study report of the projects will be completed in early 2025. After that, the city will select investors for implementation, expected from 2025 to 2028.
