Currently, Bac Ninh province has more than 300 urban area, residential area, commercial housing projects and about 80 social housing projects. These projects have contributed to changing the face of the urban area and improving the quality of life for people.
However, in some projects, there is a situation of illegal capital mobilization in the form of "deposit, reservation", "voluntary registration", "capital loan contract" when the project does not meet business and transfer conditions.
Although the authorities and the press have repeatedly warned, the above situation still recurs despite the disregard of some individuals and organizations, causing many consequences. This requires stronger measures to prevent the above situation.
Despite the warning
The project to invest in building a new urban area, tourism, ecology, culture, resort, entertainment in Tu Son city and the old Tien Du district, now in Tam Son ward and Tien Du commune, Bac Ninh province (abbreviated as the project) is 2 of the largest real estate projects in Bac Ninh province today, with a total investment of more than 30,000 billion VND.
The People's Committee of Bac Ninh province has issued many instructions to speed up the progress of the two above-mentioned projects, especially site clearance.
However, in response to the efforts of local authorities, when the new project was in the process of developing a compensation and site clearance plan, many real estate brokerage companies widely offered to deposit and keep a place in the project in violation of regulations.

To prevent the above situation, on October 31, the Department of Construction of Bac Ninh province sent a document to the investors of the two projects, Tay Bac Investment Company Limited and Tay Ha Noi Investment Company Limited, requesting not to be authorized to receive deposits or keep seats when the project is not eligible for investment and construction, and is not eligible for capital mobilization according to the provisions of the law on real estate business.
However, after the document of the Department of Construction of Bac Ninh province, according to the reporter of Lao Dong Newspaper, the situation of brokerage platforms claiming to be distributors of investors of the above projects inviting people to deposit and keep their seats continues.
One day in mid-November 2025, we were invited to the office in Bac Ninh of Vhomes Investment and Trading Joint Stock Company (Le Thai To Street, Vo Cuong Ward).
A man named Hung introduced himself as a branch director and said that the company has a head office in Hanoi and 12 branches nationwide, specializing in distributing real estate projects.
This person introduced the potential for price increases and then invited us to book a booking at the investment project to build a new urban area, tourism, ecology, culture, resort, entertainment in Tien Du commune.
"Currently, the company is accepting a willing deposit of 30 million VND/villas or apartments. When I deposit, the company will report to the project director that when there are goods, priority will be given to the selection," said a man named Hung.
To increase confidence, Hung said that there are currently many deposit transactions. If not booked now, it will be delayed.
"There are units that have had 50-70 deposit transactions. Aside from being the investor's F1 distributor, F2 distributors sent customers to us but still did not accept them," Hung said.
After that, Hung provided us with a hard copy of the charity deposit contract with a red seal of Vhomes Investment and Trading Joint Stock Company, signed by the representative, Nguyen Minh Nguyen.

According to the contract, Vhomes Investment and Trading Joint Stock Company is located on the 8th floor, No. 18 Khuc Thua Du, Cau Giay Ward, Hanoi City. After that, to continue verifying, we went to the above address and found that no company had such a name.
Similarly, in the new urban area project of Bich Dong town, the old Viet Yen district (now Viet Yen ward, Bac Ninh province) in November 2025, a number of real estate brokerage individuals also appeared, accepting deposits and keeping seats when the project was in the investment process; had not completed legal procedures and had not met the conditions for real estate business according to regulations.
The project is invested by Viet Yen Real Estate Company Limited, but the contract is often signed between the customer and another individual, not the investor.
Risks to people
The 2023 Law on Real Estate Business stipulates: "Investors of real estate business projects are not authorized to authorize other organizations and individuals to sign contracts for deposit, sale, transfer, lease-purchase of houses, construction works, construction floor area in construction works, land use rights with technical infrastructure in real estate projects".
Thus, contracts signed through another unit that is not an investor or signed at a time when the business conditions are not met pose a potential risk.
For the new urban area project of Bich Dong town, the Department of Construction of Bac Ninh province has requested the investor to strictly implement the regulations.
At the same time, it is recommended that the People's Committee of Viet Yen Ward direct the Ward Police to coordinate in strengthening inspection of construction order and traffic safety in the project area.

According to the leader of Viet Yen ward, up to now, 39 roughly built houses of the project have been eligible for transfer, but the land subdivision has not been allowed for transfer.
According to current records, the above project no longer has the installation of advertising, consulting, and brokerage points encroaching on the roadway and sidewalk.
However, on social networking platforms and real estate information pages, many brokers still offer deposits and reservations in this project.
The same situation continues in the new urban area project, tourism, ecology, culture, resorts, entertainment in Tam Son ward and Tien Du commune, when many brokerage platforms continue to post information inviting deposits and reservations on social networking sites.
