Paradox of tuition exemption, total education costs of each family increase
At the discussion session on the National Target Program to improve the quality of education for the period 2026 - 2035, delegate Chu Thi Hong Thai warned against the paradox: although the State exempts tuition fees, parents' education costs still increase due to socialization, sponsorship, equipment... She said that the 10% socialization regulation is not suitable for disadvantaged areas, where there are no businesses to support, which can easily lead to parents being encouraged to contribute, causing financial pressure and reducing the effectiveness of the tuition exemption policy.

The delegate suggested not to apply a strict 10% rate, limit mobilization from parents and only implement socialization in supplementary items, while essential items must be guaranteed by the budget to avoid increasing costs for people, especially ethnic minority and poor areas. The goal is to ensure fairness in access to education and avoid bienlation of socialization.
Regarding the goal of making English the second language, delegate Tran Khanh Thu (Hung Yen delegation) raised many challenges: a shortage of about 4,000 teachers, uneven quality, and high average age. More than 13,000 school accountants nationwide have sent letter of inquiry reflecting many long-standing shortcomings in salary, allowance and career policy regimes. They believe that the accounting profession in schools carries great legal responsibility, manages the budget, public assets, and policies of hundreds of staff and teachers but does not receive special allowances, incentives, or seniority, leading to a feeling of being "equated" in treatment compared to the heavy and high-risk nature of the job.

The accounting team emphasized that their profession requires absolute accuracy, small errors can also lead to disciplinary action or criminal prosecution, but the regime is not commensurate.
