According to statistics, Ninh Binh province currently has more than 2,700 surplus houses and lands that need to be processed and rearranged. Of these, there are more than 170 houses and lands in the provincial block, more than 2,500 in the district block; and more than 30 in state-owned enterprises and the provincial development investment fund.
To strengthen management, improve the efficiency of public asset use in conjunction with accelerating the progress of rearranging and handling houses and land. Timely handle and exploit public assets, redundant, unused, ineffectively used, improperly used offices, contributing to preventing waste and loss, and enhancing the exploitation of resources from public assets.
On January 21, Mr. Tran Song Tung - Vice Chairman of Ninh Binh Provincial People's Committee signed a document requesting agencies, units, People's Committees of districts and cities to strengthen management, improve the efficiency of public asset use and speed up the implementation of rearrangement and handling of surplus public assets and headquarters.
Accordingly, the Provincial People's Committee requested agencies and units to focus on reviewing and strictly implementing the directive documents of the National Assembly, the Government and the directive contents of the Prime Minister, the Ministry of Finance, and the Provincial People's Committee on management, use, exploitation, rearrangement, and handling of public assets.
Agencies, organizations, and units review and make a list of houses and land under management and use, including a list of houses and land within the scope of arrangement and a list of houses and land not within the scope of arrangement. They must synthesize, monitor, and report to the Provincial People's Committee no later than February 24.
Continue to implement procedures to completely handle public assets and offices that are redundant, unused, used inefficiently, or used for the wrong purposes. The deadline for completion is no later than February 24.
The Ninh Binh Provincial People's Committee also requested agencies, organizations and units to regularly review public assets, working offices and public service facilities assigned to agencies, organizations and units for management and use to promptly detect public assets that are not used, used ineffectively or used for the wrong purpose, and to handle and exploit them in accordance with the law.
The Department of Finance of Ninh Binh province is assigned to preside over and coordinate with relevant units to monitor, guide and urge agencies, organizations and units to implement the above instructions of the Provincial People's Committee. Ensure timely, complete and accurate records and data; synthesize the contents and proposals of agencies, organizations and units, advise the Provincial People's Committee on solutions, and report to the Provincial People's Committee before March 10.
