The Ministry of Education and Training announced the draft Circular Promulgating the Regulations on diplomas and certificates of the national education system to collect comments.
Clauses 1 and 2, Article 2 of the draft Circular clearly state the types of diplomas and certificates of the national education system:
1. The diploma of the national education system is a document in paper form or digital form issued by a competent person to learners according to the provisions of the Law on Education, the Law on Vocational Education, and the Law on Higher Education.
The national education system's qualifications include: High school graduation certificate; intermediate degree; high school diploma, college degree; bachelor's degree, master's degree, doctoral degree and equivalent qualification (collectively referred to as a university education diploma).
2. The certificate of the national education system is a document in paper form or digital form issued by a competent person to a learner to confirm the learning results after being trained, fostered to improve their educational qualifications, professional skills or issued to a student taking the exam to get a certificate according to regulations.
In addition, the information must be fully recorded in the original book for granting degrees and certificates as clearly stipulated in Clause 3, Article 11 of the draft Circular:
3. In case the certificate or certificate is revised or reissued or revoked or canceled, a note must be noted in the note column of the original book and an appendix must be made to the original book. The original book appendix is an inseparable part of the original book for granting degrees and certificates.
The original certificate and certificate certificate appendix must record the following information in full, clearly and accurately:
a) Information recorded on issued diplomas and certificates includes: Number, original book number, date of issue; Personal identification number, full name, date of birth of the person who has been granted a degree or certificate;
b) Information on the revised content; reasons for revising or reissuing, revoking, or canceling;
c) License plate, number in the original book, date of issuance of new degrees and certificates in case of re-issuance;
d) Number and date of the year of issuance of the decision to revoke, reissue, revoke, or cancel;
d) signatures, clearly state the full name of the recipient of the issued, revoked, or canceled issued issued certificates.
